Followup on Previously Identified Inspection Items (Closed) Noncompliance (50-255/78-09-01):

Failure to calibrate rotometer used in containment integrated leak rate tes The inspector determined that the corrective actions taken were consistent with the licensee's letter to Region II (Closed) Deviation (50-255/78-09-02):

The licensee performed area surveys of the containment to determine spatial temperature variations and reinstrumented containment for 1981 CILRT in accordance with ANSI/ANS-5 (Closed) Deviation (50-255/78-09-03):

The licensee maintained a dated log of events and pertinent observations during the 1981 CILRT consistent with ANSI/ANS-5.

Palisades PCS Leak Rate Determination Procedure Review The inspector reviewed information relating to the determination of Primary Coolant System (PCS) leakage as described in Surveilla'nce Procedure DW0-1, "Daily-Weekly Operation Check Sheet." The inspector noted that the procedure required a PCS water inventory balance over a 24 hour2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
period while allowing major changes in power level, boric acid and primary water additions, primary water diversion, and PCS chemistry samplin The inspector concluded that the licensee's determination of PCS leakage as set forth in the procedure was contrary to current industry practic The licensee committed to amending the PCS leakage calculation such that whenever possible, the PCS water inventory balance would be conducted over a 2-4 hour period under steady state condition This is an open item (50-255/81-29-01).

 • * Surveillance Requirements Technical Specifications require that Primary Coolant System (PCS)

leakage shall be limited to 10 gpm identified leakage and 1 gpm unidentified leakage and that a PCS water inventory balance be performed dail The inspector concluded that all Technical Specification requirements were being me PCS Leak Rate Evaluation A four hour PCS water inventory balance was performed on January 20, 198 The inspector independently monitored and evaluated leak rate data to verify the licensee's calculation of the leak rat There was good agreement between the inspector's and licensee's leak rate calculations as indicated in the following summary (units are in gpm):

Measurement Gross leak rate Identified leak rate Unidentified leak rate Licensee 0.31 0.04 0.27 Inspector 0.30 0.04 0.26 No items of noncompliance or deviations were identifie Exit Interview The inspector met with licensee representatives (denoted in Paragraph 1)

at the conclusion of the inspection on January 20, 198 The inspector summarized the purpose, scope and findings of the inspectio
