Gilinsky, Abbott, Keppler, Spessard and Boyd, toured the facility with the Senior Resident Inspector, Mr. B. L. Jorgensen, acting as the tour guid Areas visited included the Control Room, the Cable Spreading Room, the roof area above the Control Room, and the Turbine Dec Key areas of interest were direct observation of control switches or breakers which had been mispositioned through operator error in past months resulting in degradation of safety related system Also observed and/or discussed during the tour were the various correc-tive actions taken by the licensee to prevent recurrence of these types of event.

Commissioner Gilinsky stated that he has been aware of the problems experienced in the operation of the Palisades plant for some time and that his office was following their progress with interes He stated that his reason for attending this meeting was to personally convey his interest and concerns to Consumers Power Company manage-ment and to obtain first hand information regarding their progress to date and their future plans for improving their regulatory performanc.

Jorgensen, Senior Resident Inspector, presented a detailed description of all NRC actions taken in relation to each of the above identified significant event This included discussions of the causes, related problems, NRC requirements imposed, NRC independent verification actions taken, and the current status of each of these requirements as determined by direct NRC inspectio *

Elbert Mr. Elbert reviewed the plans and status of the Nuclear Operations Training Departmen He stated the overall plan includes all of the Consumers Power Company nuclear facilities, and includes all plant craft and operations personne He discussed the training contracts with the University of Michigan (scheduled for completion in 1982)

Montross In response to an NRC question Mr. Montross acknowledged that the problem of insufficient numbers of licensed operators has resulted in the temporary curtailment of fifth shift retraining of licensed operator Mr. Montross stated that there are presently six operators in formal training and they are currently scheduled for licensing exams in March of 198 Summary.........................
