Key Persons Contacted P. Weekly, Security Supervisor P. Anhalt, Security Shif t Supervisor USNRC P. Habighorst, Resident Inspector L. Kolanauski, Resident Inspector The inspector also interviewed other licensee personnel and members of the contingency guard force.

Strike Contingency Plan Implementation Review At 12:05 a.m. on May 2,1988, the union members of the contract security force walked off site after being properly relieved by a strike contingency security force.

Facility security was maintained using the licensee's conti--ancy measures as committed to in the NRC-approved Safeguard Continso, icy Plan.

The licensee implemented the contingency measures at 11:00 p.m. on May 1, 1988, in anticipation of the walkout.

The inspector observed on the evening of May 2,1988 that the striking guards were picketing at the entrance to the facility's access road and along State Route 156.

The picketing was orderly and peaceful.

During inspection on May 3, 1988, which included both day and night shifts, the inspector observed that all required security posts were manned, the required response force was available, and all necessary compensatory measures were in place.

The inspector reviewed the results of a contingency event drill that was conducted using the contingency guard force and ascertained that the response was adequate.

The inspector also reviewed the contingency force training records and found them to be in accordance with the licensee's NRC-approved security plan.

Exit Interview The inspector reviewed the inspection findings with Ms. P. Weekly on May 3, 1988.
