Special Unannounced, Physical Security Inspection on May 16-17, 1968 (Combined Report Nos. 50-245/88-10,-50-336/88-14 and 50-423/88-11)

Areas Inspected:

The special inspection was conducted to review the licensee's continued implementation of strike plans and compliance with the NRC-approved Security and Contingency plans during the extended strike.

Results: 'The licensee was found to be in compliance with NRC requirements in the areas inspected.

The inspector also interviewed other licensee personnel and members of the contingency guard force.

Strike Contingency Plan Implementati,n Review On May 2, 1988 the union members of the contract security guard force walked offsite af ter being properly relieved by a strike contingency security force.

Facility security was maintained using the licensee's contingency measures as committed to in the NRC-approved Safeguard Con-tingency Plan.

The licensee implemented the contingency measures on May 1, 1988, in anticipation of the walkout.

The inspector observed that the striking guards continued to picket at the entrance to the facility's security force access road, but had discontinued picketing along route 156 in front of the plant.

The picketing remained

. orderly and peaceful.

During the inspection on May 16 and 17, 1988, which included both day and night shif ts, the inspector observed that all required guard posts were manned, the required response force was available, and all necessary compensatory measures were in place.

The inspector also reviewed the contingency force training records and found them to be in accordance with the licensee's NRC-approved security program plans.

Exit Interview The inspector reviewed the inspection findings with Ms. P. Weekly on May.17, 1988.

At no time during this inspection was written material provided to the

licensee by the inspector.
