This refers to the routine safeguards inspection conducted by Mr. W. J. Madden
of.this office on December 16-19, 1985 of activities authorized by NRC License
Nos. 'OPR-21, DPR-65 and NPF-44 and to the discussions of our findings held by
Mr. Madden with Mr. R. Asafaylo and other members of your staff at the con-
clusion of the inspection.

Areas examined during this inspection are described in the NRC. Region I
Inspection Report which is enclosed with this letter. Within these areas, the
inspection consisted of selective examinations of procedures and representative
records, interviews with personnel, and observations by the inspector.
Within the scope of this inspection, no violations were observed.
