A routine announced inspection was conducted at the R.
E.
Ginna Nuclear Power Station to evaluate certain aspects of the Licensed Operator Training program content and implementation.
No violations or deviations were identified; however, a problem concerning the disposition of Emergency Operating Procedure (EOP)
change requests was made known to the licensee.

2.0 Licensed 0 erator Trainin The inspectors reviewed Ginna Station's
"Nuclear Training Manual" to ensure that:
a.
Recent operating events were incorporated into the licensed operator training program; and
b.
Operator training for specific tasks such as complicated surveillance tests, major plant systems tests, refueling operations, and abnormal and emergency operations were being addressed.
2.2 Pro ram Im lementation a.
The inspectors reviewed selected training records, individual training folders, Licensee Event Reports, and lesson plans to verify that:
( 1)
The schedule for the current training cycle had been developed and was being adhered to; (2)
Lessons learned from abnormal events and occurrences were being incorporated into the training program; (3)
The attendance records were being maintained and were consistent with individual training folders, and that all personnel had attended all required classes; (4)
The individual training folders contained all of the required information; and (5)
All allowed exceptions to the requirements of the procedures were properly documented and traceable.

The inspectors interviewed five licensed operators to determine if the training program was adequately addressing the needs and concerns
.of the operators.

The inspectors observed both classroom and simulator training classes for content validity.

No violations, unresolved items, or open items were identified during the inspection; however, the following concern was noted.
The disposition of Emergency Operating Procedure (EOP) change requests did not appear to have been given a high priority.
While a special Task Force has been assigned to assist the EOP Committee in resolving EOP change requests, the large number of open requests, approximately 400, indicated a lack of management priority in approving these changes, which could prevent important changes from being implemented in a timely manne The inspectors met with the licensee's representatives (identified in paragraph 1.0) at the conclusion of the inspection on April 7, 1988. to summarize the scope and findings as detailed in this report.
