Dr.ThomasE.MurleyJuly31,1984Page2II.PERSONNELSELECTION,QUALIPICIATION,ANDTRAININGTheselectioncriteriaandqualificationforadvancement,forthetechicianjobseries,wererevised,strengthened,andmadespecifictoRadiationProtectionandtoChemistryintheJobSpecificationrevisionof1/30/83,reportedinthefirstquarter,1983report.Theauthorityandresponsibilityofthetwotechnicianseriesisspecificallyincludedinthejobspecification,andtheprerequisitieshavebeensignificantlyupgraded.TheRadiationProtectiontrainingandretrainingprogramisdefinedbyAdministrativeProcedureAPN-10I,(Rev.01/31/84).TheChemistryandRadiochemistrytrainingandretrainingprogramisdefinedbyAPN-10J(Rev.0,1/31/84).Implementationofbothoftheseproceduresisinprogress,andwillbetrackedviaNRCOpenItem83-27-01.III.A.EXTERNALEXPOSURECONTROLImprovementstotheexternalexposurecontrolprogramhavebeeninitiatedtoimproveassignmentofbadgesformonitoringtheWholeBodyandExtremities,toimprovetheprogramforspikingdosimetrydevices,andtoimprovethepostingofRadiationAreasandHighRadiationAreas.Thein-housesystemforprocessingTLD'smaybecomethesystemofrecordifitcanbeeconomicallyandtechnically)ustified.Ifnot,athird-partsupplierofdosimetrydeviceswillberetained.III'.INTERNALEXPOSURECONTROLInternalexposurecontrolwasupgradedbyestablishingaWBCountercalibrationverificationprogram,estabishinganupgradedWBcountingschedulemonitoredbyaRespiratoryStatusReport,andimprovementsinproceduresforbioassay.III.C.RESPIRATORYPROTECTIONPROGRAMApolicystatementonrespiratoryusagewasaddedtotheStationAdministrativeProcedures.Respiratoryprotectiveequipmentandotherprogramprocedureswererevisedtoaddressidentifiedinadequacies.Inasubsequentinspection,therespiratorcartidgetestingequipmentwasidentifiedasquestionablesinceitusedNaC1asthetestmediumratherthanDOP.NRCOpenItem83-27-04wasinitiatedtotrackthisitem.Anewquantitativerespiratorfiltertestingunithasbeenpurchasedandputintoservice(6/16/84).Thistesteruses0.3micronthermally-generatedmono-disperseddioctylphthalateaerosoltotesttheadequacyofselectedparticulatefiltercartridges.Sincethistesterutilizesthesametestingmediaastheoriginalfiltercertificationtests,wefeelthatthisitemhasbeenadequatelyresolved.Weawaitfinalcloseoutofthisitempendinginspectorevaluation.

CJt(ll1$P'JCPtent'Chtft)P1tI~~+~hPVI~~'~lP~~~~P~'PJ~ICh1*C Dr.ThomasE.MurleyJuly31,1984Page3III.D.SURVEILLANCECONTROLTheSelf-Monitoringprogramwasrevisedtoprovideforrecordingofsurveysmadebyself-monitorsandtoprovidemorecompletesurveydataatentrancestoHighRadiationAreas.Proceduresforexistingandnewsurveillanceequipment-airsamples,friskers,andradiationsurveyequipment-wererevisedordevelopedtoprovidedetaileddocumentationofcalibrations.Sensitivityofinstrumentsforpersonnelmonitoringforcontaminationwasimprovedbyswitchingtothinwindowdetectors.Measurementsanddocumentationofsurveyresultswereimprovedbyissuingadetailedprocedureforperformanceofradiologicalsurveys.IV.THEALAMPROGRAMApolicystatementonALARAwasaddedtotheStationAdministrativeProcedures.ThepositionofDosimetryandALARACoordinatorhasbeendividedintoDosimetryCoordinatorandALARACoordinatorpositions.Afull-timeALAI'.coordinatorhasbeenon-sitesinceMarch,1984.ALARAreviewshavealsobeenperformedbyotherSiteandCorporatepersonnel,withassistanceasrequiredbyContractorpersonnel.TheinitialALARAprogramprocedureswereissuedinMarch1984.Implementationandfurtherprogramdevelopmentisunderway,basedon,forexample,experiencegainedduringtheextendedRecirculationPipingReplacementoutage.V.RADIOACTIVEWASTEMANAGEMENTASupervisorRadwasteOperationsandanassistanthavebeenassignedresponsibilityforRadioactiveWasteManagement.AdedicatedRadwasteOperatorcrewhasbeenassignedtotheradwastebuildings.AcomprehensiveseriesofWasteHandlingProcedureshasbeendevelopedforoperationsassociatedwithprocessing,packagingandshippingradwaste.VI.PROCEDUREREVISIONANDUPGRADEAlldepartmentproceduresinexistanceatthetimeoftheHPAppraisalhavebeenrevised.Newprocedureshavebeenformulatedtocontrolmorecloselythespecificworkpracticesassociatedwithsignificanttasks.Itisexpectedthatproceduremaintenancewillcontinuetobeasignificantportionofthestationworkloadandhasbeenfactoredintotheincreasesinstaffwhichhavetakenplaceandareplannedforthefuture.

,PP Dr.ThomasE.MurleyJuly31,1984Page4VII.CALIBRATIONANDUSEOPINSTRUMENTATIONTheinstrumentcalibrationfacilitywasupgradedbypurchaseofahighrangecalibrationdeviceandthewellcalibrationprocedurewasevaluatedandrevised.Countingroominstrumentationhasbeenupgraded,andtheassociatedprocedureshavebeenmademorecomprehensive.Processandeffluentmonitoringcapabilityisintheprocessofbeingupgraded.Proceduresforcalibrationofremainingmonitorshavebeenrevisedtoimprovecalibrationdocumentation.Portablesurveyinstrumentandsamplerprocedureshavebeenwrittenorrevisedtoresolveidentifieddeficiencies.Adetailedsurveyprocedurewasestablishedtostandardizethemethodologyandintrumentselection,use,andinterpretation.VIII.WORKAREARADIATIONCONTROLSThelaundryfacilityRWPrequirementshavebeenupgraded,andcontinuedsurveillanceoflaundryworkershasnotedconsistentlylowwholebodycountsconfirminglowairborneactivityand,therefore,indicatingsatisfactorycontrolofradioativematerialinthelaundry.Exitpointcontaminationcontrolhasbeenimprovedbyusingthinwindowdetectors,byprovidingaccesscontrolpointtechniciancoverageduringoutages,andbyinstallingportalmonitorsatthesecuritybuilding.HighRadiationAreaaccesscontrolhasbeenenhancedbyreducingthestationHRA'srequiredtobelocked,byimprovingthesurveypostingsatentrancestoHighRadiationAreas,andbyimprovingtheauditingofHRAentryrecords.MonitoringofadherencetoprocedureisnowaccomplishedbyregularRWPcomplianceauditsandbyfollow-upmechanismsrequiringresponsetodeficiencies(theNon-conformanceEventTransmittal)andmoreseriousviolations(theRadiologicalIncidentReport).RadiationProtection,andChemistryandRadiochemistry,Techniciansnowprovide24-hourcoverage.
