Torus Modification The licensee contracted the Chicago Bridge and Iron Company to pe.form modifications to the existing MARK I Containment System.
The Teledyne Engineering Services design includes installation of saddle supports, base plates, sole plates, stiffeners and miscellaneous tie down materials to the existing torus.
The modification is designed to meet the requirements of the 1977 Edition of ASME III through Summer 1978 Addenda which are referenced in the MARK I Containment Program Plant Unique Analysis Application Guide.
The inspector reviewed Teledyne and CB&I specifications and drawings to ascertain specific, applicable, welding and NDE requirements.
The follow-ing were included in the inspector's review:
Teledyne Specification OS-3134-2, Revision 2, Owner's Specification for Nine Mile Point Nuclear Power Plant Structural Modifications to the MARK I Containment System.

During a walk through inspection of the torus support structure area the following were observed by the inspector:
In progress welding of weld Ol at ring girder 6, saddle to torus groove weld Completed temper bead on torus at ring girder
Completed weld 01 at ring girder 7, saddle to torus groove weld Ring girder 7 weld 01 was awaiting final magnetic particle examination at the time of the inspector's observation.
Note 3 on drawing 213, Revision
requires that magnetic particle examination be performed a minimum of 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> after the completed weld has been at ambient temperature.
The inspec-tor reviewed records which documented the date and time when the 72 hour8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> period was deemed by the CB&I supervision to begin.
No items of noncompliance were identified.
Nondestructive Examination NDE Procedure Review The inspector selected the following CB81 NDE procedures for review:
NT 13X, Revision 1, Magnetic Particle Examination Procedure Continuous Yoke, Ory, Visible Particles for Class MC products PT 5X, Revision 1, Liquid Penetrant Examination Procedure Color Contrast, Hater Mashable, Met Developer for nuclear com-ponent supports PT 10X, Revision 1, Liquid Penetrant Examination Procedure Color Contrast, Mater Mashable, Met Developer for Class NC vessels The review was done to ascertain licensee approval of the procedures, procedural compliance with the applicable ASME Code and, in addition, for technical adequacy.
The inspector's review included, but was not limited to, the para-meters listed below for the magnetic particle and the liquid penetrant metho 'I I

The dry particles provide good color contrast with the background (c)
The examination is conducted with sufficient overlap to achieve 100K coverage (d)

Penetrant materials used for nickel base alloys and austenitic stainless steel are required to be analyzed for compliance with allowable residual sulfur and halogen content (c)
Examination surface requirements, including temperature limita-tions, are specified and consistent with ASME Code requirements (d)
Methods of removing water washable penetrant do not exceed 50 psi and 110oF, respectively (e)
A technique for evaluation of indications is specified, acceptance standards are provided, and are consistent with the applicable ASME Code No items of noncompliance were identified.

NOE Personnel Certification The inspector examined records associated with the qualification and certification of CB8I personnel responsible for performing magnetic particle examination and liquid penetrant examination.
The inspector found that the records for the selected Level II and Level III personnel were current and complete.
The records were found to meet the C88I requirements and the applicable requirements of SNT-TC-IA.

Wel din Activities The inspector reviewed welding procedure specifications, welding pro-cedure qualification records and welder qualification records associated with the torus modification activitie e The review was done to ascertain conformance with the ASME Code,Section IX.
The following were included in the inspector's review:
WPS-E701881 WPS-E701883 WPS-E701884 Procedure qualification records for the above listed procedures Welder qualification records for two welders The welding procedures and welders were found to be properly qualified in accordance with applicable requirements of the ASME Code,Section IX.
The inspector interviewed licensee contractor personnel, inspected the welding material storage and disbursement area and observed disburse-ment of E7018, l/8" diameter, code number xxx085 welding material.
The material disbursement was documented on the Oaily Weld Material Dis-tribution Log for September 10, 1980.
Included in the log was the following information:
guantity and size of material issued Material code number Time and date of issue Identification of welder to whom issued Welds on which material will be used The inspector found that the applicable requirements of CB81 procedure ECSC, Revision 1 were met.
ECSC, Revision 1, provides requirements for the purchase, storage, conditioning and handling of welding materials.
Ho items of noncompliance were identi'fied.

Exit Interview The inspector met with the licensee representatives (denoted in paragraph 1)
at the conclusion of the inspection on September 11, 1980.
The inspector, sumnarized the purpose and scope of the inspection and the findings.
