The inspector reviewed the status of INPO accreditation of the training programs at San Onofre. The licensee completed final accreditation of all areas in late June 1987. The licensee has since been accorded full membership in the National Academy for Nuclear Trainin The inspector reviewed maintenance procedures detailing the job training requirements needed prior to performing maintenance, and the computerized listings available to the licensee's supervision for training review and verification. The licensee's procedures and computer systems appeared to be adequate to ensure that an employee is properly trained prior to performing a work activity. The easy access to the computer training listing appeared to be a very useful tool to allow licensee supervisors to check and verify employee training and qualifications prior to making work assignment The inspector had selected several plant events which had occurred to complete the inspection procedure. However, upon closer investigation none of the events selected appeared to have training as a significant factor. Licensee procedure S0123-0-14 has been changed to be more specific about the reportability of ESF actuations. The licensee's policy has also been implemented as evidenced by the reports reviewed by the NRC subsequent to Inspection Report 87-06. The licensee uses a computer program to monitor and correlate employee training and job assignments. The report, called a TQRS

The inspector reviewed the licensee's actions regarding training of maintenance workers and supervision.on documentation of work package steps which, for various reasons, were not completed. These items are CLOSE d. 50-362/86-33-01, Review of Technical Specifications Interpretations (CLOSED)
The licensee completed a review of the technical specification interpretations and determined that there were no interpretations which would require that the Technical Specifications be change The inspector reviewed 25 of the 111 interpretations and concluded that, in the sample reviewed, they were conservative and in accordance with NRC requirements and policies. Item 86-33-01 is CLOSED. The inspector noted however, that the interpretations book was not controlled by a licensee procedure and that many of the interpretations were reviewed by the compliance staff only. The inspector commented that the utility should consider making these more formally controlled, having the earlier interpretations reviewed for applicability, and having management review the Technical Specifications interpretations which are implemented. The inspector reviewed the licensee's method of using the Independent Safety Engineering Group (ISEG) to review Information Notices as well as other operating event reports. The ISEG reviews each Notice or event, compares recommended actions against existing licensee practices, and then issues action letters, if require The ISEG also monitors actions and response times. The inspector reviewed, on November 27, 1987, the licensee's response to the violation. The actions completed appeared adequate to prevent recurrence. This item is CLOSE g. Allegation RV-87-A-051 (Nuclear Safety Concern 87-43) (OPEN)
Nuclear Safety Concern (NSC) 87-43 was also provided separately to the NRC, and treated as an allegation. The allegation board determined that the licensee's NSC program should be allowed to address this issue, related to control of fire barrier impairment The licensee originally scheduled actions to be complete in September 1987.
