Inservice Inspection a.

General CPCo contracted Consumers Power Company Systems Protection and Laboratory Services (SP&LS) and Magnaflux Quality Services (MQS)

to perform the ISI in accordance with ASME Section XI, 1977 Edition, Summer 1978 Addenda.

NRC Generic Letter 84-11 " Inspections of BWR Stainless Steel Piping" was sent to all licensees of operating reactors, applicants for oper-ating license, and holders of construction permits for boiling water reactors on April 19, 1984.

Examinations conducted at several boiling water reactors (BWRs) revealed intergranular stress corrosion cracking (IGSCC) in large diameter Recirculation and Residual Heat Removal (RHR)

System piping.

These examinations were conducted pursuant to IE Bulletin 82-03, Revision 1, and IE Bulletin 83-02.

The following table was the licensee's sampling plan for addressing the IGSCC concerns in NRC Generic Letter 84-11:

The above welds were examined and found to be acceptable.

MQS performed liquid penetrant (PT) and ultrasonic examinations (UT).

The Level II and III UT personnel performing evaluations on crack indications were qualified at the EPRI NDE Center by success-fully performing the practical IE Bulletin 83-02 examination.

SP&LS performed PT, UT, liquid penetrant (PT) and visual examinations (VT).

SP&LS did not perform NDE on the recirculation and shut down system welds.

Program Review Consumers Power Company's centralized inservice inspection (ISI)

program was disbanded.

In its place each operating plant now has its own independent program for performing the ISI function.

The NRC inspector reviewed the SP&LS Department Nondestructive Testing (NDT) Services 1985 Big Rock Point Inservice Examination Program Plan, No. NDT-PP-12, Revision 0, and the CPCo Outage Plan, Revision 0,

and found them to be acceptable.

Review of Data, Audits, Material and Equipment Certifications The inspector reviewed the following documents and determined the applicable QA/QC requirements were met:

Data reports of 1984 outage and present outage of ISI.

  • Ultrasonic instruments, calibration blocks, transducers

and couplant certifications.

Liquid penetrant, cleaner and developer certifications.

  • Magnetic particles and equipment.
  • Audit of ISI by Factory Mutual Engineering ANII Supervisor.
  • No violations or deviations were identified.

3.

Exit Interview The inspector met with site representatives (denoted in Persons Contacted paragraph) at the conclusion of the inspection.

The inspector summarized the scope and findings of the inspection noted in this report.

The inspec-tor also discussed the likely_ informational content of the inspection report with regard to documents or processes reviewed by the inspector during the inspection. The licensee did not identify any such documents /

processes as proprietary.
