Dear Dr. Wall:

From April 19-21, 2021, the U.S. Nuclear Regulatory Commission (NRC) staff conducted an inspection at your University of Florida Training Reactor. The enclosed report presents the results of that inspection, which were discussed on April 21, 2021, with you and members of your staff.

The inspection examined activities conducted under your license as they relate to safety and compliance with the Commissions rules and regulations and with the conditions of your license.

The inspector reviewed selective procedures and records, observed various activities, and interviewed personnel. Based on the results of this inspection, no findings of significance were identified. No response to this letter is required.

EXECUTIVE SUMMARY University of Florida University of Florida Training Reactor Inspection Report No. 05000083/2021201 The focus of this routine, announced inspection was the onsite review of selected aspects of the University of Floridas Training Reactor (UFTR) safety programs including: (1) organization and staffing; (2) operations logs and records; (3) procedures; (4) requalification training; (5) surveillance and limiting conditions for operation (LCO); (6) experiments; and (7) maintenance logs and records. The inspector found that UFTR programs were in compliance with their license and U.S. Nuclear Regulatory Commission (NRC) requirements.

Organization and Staffing The inspector found that organizational structure and staffing were consistent with technical specification (TS) requirements.

Operations Logs and Records The inspector found that operations logs and records were maintained in accordance with procedures and TSs.

Procedures The inspector found that UFTR controlled and implemented procedures as required by the UFTR TSs and administrative procedures.

Requalification Training The inspector found that operator requalification was conducted as required by the UFTR operator requalification plan.

Surveillance and Limiting Conditions for Operation The inspector found that the surveillance program and supporting procedures met TS requirements.

The inspector found that operations met the TS LCO and surveillance requirements.

Experiments The inspector found that experiments were reviewed and approved as required by TS.

Maintenance Logs and Records The inspector found that maintenance logs, records, reviews, and performance satisfied TS and procedure requirements.

REPORT DETAILS Summary of Facility Status The UFTR Class II 100 kilowatts Argonaut research reactor was operated in support of experiments, training, and periodic equipment surveillances. During the inspection, the reactor was not operated.

1. Organization and Staffing a. Inspection Scope (Inspection Procedure (IP) 69001)

The inspector reviewed the following to verify compliance with the organization and staffing requirements in TS 6.1:

UFTR organizational structure and staffing UFTR TS UFTR operating log records UFTR 2019 and 2020 Annual Reports Reactor Safety Review Subcommittee (RSRS) meeting minutes for 2019 and 2020 b. Observations and Findings The inspector found that the UFTR organization was consistent with that specified in the TS. The inspector verified that the organizational structure and the responsibilities of the reactor staff had not changed since the last inspection.

The inspector reviewed the minimum shift staffing requirements for reactor operations and determined that the UFTR continued to meet the TS requirements.

c. Conclusion The inspector found that the licensee complies with TS organizational and staffing requirements for operation of the reactor facility.

2. Operations Logs and Records a. Inspection Scope (IP 69001)

The inspector reviewed the following to ensure that reactor operations were conducted in accordance with procedures as required by TS 6.4 and that records were maintained as required by TS 6.8:

b. Observations and Findings The inspector found that reactor operations were carried out following written procedures and TS requirements.

c. Conclusion The inspector found that operational activities were consistent with applicable TS and procedural requirements.

3. Procedures a. Inspection Scope (IP 69001)

The inspector reviewed the following to ensure that the requirements of TS Section 6.4 were met concerning written procedures:

records of changes and temporary changes to procedures RSRS meeting minutes for 2019 - 2020 standard operating procedure (SOP)-0.5, Quality Assurance Program b. Observations and Findings The inspector reviewed a selection of written procedures and verified they addressed activities delineated in TS 6.4. The inspector found that the procedures were approved by the RSRS and were of clarity and detail.

c. Conclusion The inspector found that procedural control and implementation satisfied TS requirements.

4. Requalification Training a. Inspection Scope (IP 69001)

The inspector reviewed the following to verify that the licensee complied with the requirements of Title 10 of the Code of Federal Regulations Part 55, Operators Licenses:

UFTR operator training and requalification program operator training records from 2019 to present operator written examination records from 2019 to present b. Observations and Findings The inspector found that training was conducted in accordance with the licensees NRC-approved requalification and training program and was documented.

c. Conclusion The inspector found that operator requalification was conducted as required by the requalification program.

5. Surveillance and Limiting Conditions of Operation a. Inspection Scope (IP 69001)

The inspector reviewed the following to verify compliance with TS Section 3.0:

maintenance and surveillance reports for 2019 to present UFTR TS selected UFTR operating log records UFTR surveillance completion checklists UFTR maintenance logs SOP-E.4, Calibration of Reactor Measuring Channels b. Observations and Findings The inspector found that surveillance tests were completed as required and LCO verifications were completed on schedule and in accordance with licensee procedures.

c. Conclusion The inspector found that the licensees program for completing surveillance inspections and LCO verifications satisfied TS.

6. Experiments a. Inspection Scope (IP 69001)

The inspector reviewed selected aspects of the following to assure compliance with TSs 3.8 and 6.5:

experiment logs and records UFTR Annual Report for 2019 and 2020 UFTR Operating Procedure A.5, Experiments UFTR Form SOP-A.5A, Request for UFTR Operation (Run Request Form)

b. Observations and Findings The inspector verified found that the experiment review and approval was in accordance with TS limits and procedural requirements.

c. Conclusion The inspector found that conduct and control of experiments met the requirements of TS and licensee procedures.

7. Maintenance Logs and Records a. Inspection Scope (IP69001)

The inspector reviewed selected aspects of the following to verify that the licensees operational and maintenance activities were conducted in accordance with regulatory and TS requirements:

UFTR maintenance log UFTR annual report for 2020 UFTR surveillance records b. Observations and Findings The inspector observed that routine and preventative maintenance was controlled and documented in the appropriate logs.

c. Conclusion The inspector determined that the licensees maintenance program is conducted and documented in accordance with TS and licensee procedural requirements.

8. Exit Interview The inspection scope and results were summarized on April 21, 2021, with Dr. and members of the UFTR staff. The inspector described the areas inspected and discussed in detail the inspection findings.
