Additional Time Required for RAI Responses (TAC NO. ME1586)

By letter dated July 18, 2016, the NRC requested additional information regarding proposed UFTR license renewal Technical Specifications (ML15336A796). One week later, by letter dated July 25, 2016, the NRC requested additional information regarding the technical details provided for UFTR license renewal (ML15336A005). A total of 114 RAIs were requested with a scope that includes requests for new analyses and updated analyses. Both sets of RAIs request that changes be made to the proposed license renewal Technical Specifications. By letter dated August 17, 2016, the UFTR requested (and was subsequently granted) a due date extension for both sets of RAIs to October 14, 2016.

Since then the UFTR and NRC have been communicating on a frequent basis to clarify the RAIs and ensure the result of this process is a thorough and contemporary licensing basis that eliminates the need for further RAIs. This close communication has resulted in significant progress in a short period of time but some work remains and additional communications are needed.

We hope to finalize these discussions with NRC next week and send out the final draft Technical Specifications and RAI responses to the UFTR Reactor Safety Review Subcommittee for a meeting on 10/27 or 10/28 followed by transmittal of the final approved documents to the NRC on or before 10/31. However, if discussions with NRC need to extend beyond next week, or if the RSRS needs additional time, we will seek to push out the due date accordingly.

Based on this discussion, I request the response due date for both sets of RAIs be extended to October 31, 2016.
