The licensee is currently operating under the University of Florida Training Reactor (UTTR) Physical Security Plan dated September 15, 1976, and approved by the Office of Nuclear Reactor Regulation (NRR)

No. 50-83/78-05 I-2 ${p 7 jg7g Recent additions to the security plan include letters from the University of Florida Police Department, the City of Gainesville Police Department and the Alachua County Sheriff's Office indicating their response capabilities and response times in the event of an emergency at the Nuclear Science Cente . secess Control The categories of personnel authorized access to the security areas are described in the Security Plan. The means used to control access were verified during the inspection and are as described in the security pla . Security Systems The licensee has added a backup alarm system to the present computer-based alarm system. The new system annunciates in the same location as the computer-based system. All other security systems remain as previously reporte . Surveillance Procedures for the surveillance of essential equipment and security areas were examined during the inspection. Nc discrepancies were note The inspector verified that avenues of approach to security areas are kept under surveillance during working hours as described in the approved security plan. However, the licensee failed to remove the reactor key from the reactor console as required by the licensee's approved security plan. This was observed by the inspector on August 17, 1978, at approximately 9:30 am. The reactor was shut down and no operator was present at the time (78-05-01).

The key was immediately removed by the Assistant Reactor Supervisor and locked in the key cabine . Security Program Review The Reactor Supervisor and the Chairman of the Nuclear Engineering Sciences Department have the responsibility for reviewing the security program for UFTR. The licensee is aware that the program requires review before September 30, 197 . Fuel Storage A review of the storage location of the suberitical assembly (SPERT fuel) authorized under NRC License No. SNM-1050 revealed that the fuel
