WASHINGTON STATE UNIVERSITY-U.S. NUCLEAR REGULATORY COMMISSION SECURITY INSPECTION REPORT NO. 05000027/2024202

Dear Mr. Hines From July 29 - 31, 2024, the U.S. Nuclear Regulatory Commission (NRC) staff conducted a security inspection at the Washington State University Modified TRIGA Nuclear Reactor facility. The inspection results were discussed on July 31, 2024, with you and members of your staff. The enclosed report documents the inspection results.

The inspection examined activities conducted under your license as they relate to security, compliance with the Commission rules and regulations, and with the conditions of your license. The inspector reviewed selected procedures and records, observed activities, and interviewed personnel.

Based on the results of this inspection, the NRC has determined that two Severity Level IV violations of NRC requirements occurred. The violations are being treated as non-cited violations (NCVs), consistent with section 2.3.2.a of the Enforcement Policy. The NCVs are described in the subject inspection report. If you contest the violations or significance of the NCVs, you should provide a response within 30 days of the date of this inspection report, with the basis for your denial, to the Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington DC 20555-0001 with copies to the Director, Office of Enforcement, United States Nuclear Regulatory Commission, Washington, DC 20555-0001.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390, Public inspections, exemptions, requests for withholding, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the NRC's document system (Agencywide Documents Access and Management System (ADAMS)).

Document transmitted herewith contains sensitive unclassified information when separated from enclosure, this document is decontrolled.September 13, 2024 C.
