License Amendment Request - Section 5 of the Technical Specifications and Bases for the Washington State University Modified TRIGA Reactor and Facility License R-76, Proposed Amendment 22 To Whom It May Concern:
The WSU Nuclear Science Center requests amendment to the Technical Specifications and Bases for the Washington State University Modified TRIGA Reactor. This request is to clarify the facility as described in specification 5.1.
A summary of the changes is provided with discussion. Only those pages identified in the proposed amendment are enclosed, including change bars and the addition of Amendment No. 22 and Date YY to any pages that are changed.
The proposed changes were reviewed and approved by the Reactor Safeguards Committee on July 13, 2023.

WSU LAR 2023-1 Page 2 of 3 Technical Specifications, Page 52 Clarify technical specification 5.1(3) by replacing facility with licensed area, and 5.1(4) to include language about the meaning of the facility.
Justification: Technical Specification 5.1 refers to the facility in 5.1(3). The definition used in 5.1(3) is not of the facility, but is that of licensed area as defined in section 1 of the technical specifications. The Bases for specifications 5.1(2) and 5.1(3) state that these specifications are a description of the location of the research reactor and that the research reactor shall be located within the licensed area of the facility. Technical specification 5.1(4) states that the facility shall be a restricted area. This license amendment request adds that the facility as stated is the area bound by the physical perimeter of the Dodgen Research Facility building.
Specifically, Technical Specification 5.1(3) states that the facility shall be the room in which the WSU reactor is located, also known as 201, the reactor control room, the pump room, primary coolant water purification room, primary coolant and makeup water valve manifold room. Further, TS 5.1(3) states that the facility shall also be the research reactor beam room, also known as room 2. This verbiage is the definition of a licensed area, not the facility.
The amendment request will not impact the objectives in section 5.1.
Safety Basis: The definition of licensed area, found in section 1 of the Technical Specifications states that a licensed area is part of the Dodgen Research Facility that includes the reactor pool room, and adjacent rooms that allow direct unrestricted access to the pool room and the beam room and adjacent rooms that allow direct unrestricted access to the beam room.
The bases for the technical specification 5.1(2) and 5.1(3) provide a description of the location of the reactor and the licensed area, and that the location of the research reactor shall be within the licensed area of the facility. The licensed area, as defined in the definitions correctly states that the licensed area are those areas with access to the reactor and experimental facilities. This is in contradiction; however, to Technical Specification 5.1(3) that states that these are defined as the facility.
licensed areas are part of the facility, and correctly constitute the licensed area where the research reactor is located. The parts of the definitions in section 1 for licensed area, and those found in 5.1(3) are synonymous and are the definition of the licensed area.
Facility Operating License R-76, page 3 A change to Section 2.C(2) is requested by WSU to update the amendment number to 22 by changing as revised through Amendment No. 21 to as revised through Amendment No. 22.
