This meeting between corporate management from Commonwealth Edison and Region III representatives was conducted to discuss the recent personnel errors at Dresden and Quad-Cities, iodine and particulate releases at the Quad-Cities, leakage of the Dresden Cooling Lake, I

investigation of ECCS valve closure at Quad-Cities, and changes in the NRC's Ret.latory attitudes.

Regulatory Performance (Dresden and Quad-Cities)

,

The NRC reviewed the regulatory performance for the past few months (September thru December, 1979) and emphasized its con-cern with the increased number of personnel errors that have occurred. The recent unplanned radioactive liquid effluent release, the inadvertent shutting down of a unit and valving

errors were discussed, b.

Iodine and Particulate Releases (Quad-Cities)

Airborne iodine and particulate releases at the Quad-Cities

plant were discussed. These releases have exceeded the design objective for the recent four quarters.

The licensee was requested to complete a thorough evaluation of

this matter. This evaluation should be completed by the end of January, 1980.

Cooling Lake Leakagy (Dresden)

c.

The NRC discussed its concerns in this matter as related to statements made in the environmental impact report and from the radiological standpoint of possible contamination of the effluent.

CECO management stated that engineering studies have been undertaken and recommendations for resolution are

'

being evaluated. The licensee also stated that the station is preparing prscedures for surveillance of the Cooling Lake.

Investigation of ECCS Valve Closure (Quad-Cities)

The NRC commented on the positive, responsible actions taken by management in its undertaking of this investigation and its request of FBI involvement.

CECO management stated that the investigation was inconclusive at this time. However, it does not appear to have been an act of sabotage.

Region III Director's Comments

'

The Director discussed pending changes in the NRC's civil pen-alty authority and the increased use of escalated enforcement sanctions being taken for FignfiCant safety related occurrences.

Emphasis was directed at tne need for broad correction of the causes of the recent errors at Dresden and Quad-Cities to preclude the likelihood of more serious problems occurring at these facilities.

Licensee Comments The licensee commented during the presentation of each of the subjects discussed. Additionally, the licensee discussed their Professionalism Program and their organizational changes and the positive effect of these on their overall operations in-cluding regulatory performance.
