FROM: SUBJECT FILE NUMBERS June 23, 1986 G9.4 DATE OF CALL: PRIMARY: SECONDARY-NRC Review of Fire Hazards / Safe Shutdown

SUBJECT:

TELECON PARTICIPANTS:

M. E. Powell (HL&P) R. Goel (USNRC)

(INCLUDE NAME AND P. G. Trudel (BEC) P. Kadambi (UShTC)

ORGANIZATION OF EACH)

T. Roberson (HL&P) PAGE 1 OF 2 The above participants participated in a conference call on June 25, 1986 regarding the NRC review of the Fire Hazards Analysis Report (FHAR) and safe shutdown. Mr. Goel (USNRC - Plant Systems Branch) had the following comments / questions:

(1) He would like a copy of the report No. SA019MFP001 titled, " Post Fire Operator Actions and Equipment Protection Requirements" made available in the Bethesda Licensing Office as soon as possible.

(2) He questioned if repairs are required to achieve cold shutdown?

(3) He questioned if there were any scenarios (other than a control room fire) where you need to use the Auxiliary Shutdown Panel (ASP)?

(4) He questioned if we can achieve cold shutdown within 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />?

(5) He would lika us to identify all high/ low pressure interfaces in the FHAR.

(6) He questioned if the transfer switches have alternate fuses?

(7) He would like a typical circuit drawing for both power and control circuits for a typical transfer switch.

(8) He questioned if there are any electrical " interties" between trains such that a failure of a breaker could loose more than one (1) train. He indicated that he was primarily concerned about an 'N' circuit being tied between 'A', 'B' or 'C' circuit or if a spurious actuation could propagate from an a- circuic co a o- circult chrougn an 'm circutc.

(9) He requested that more detailed information on the ASP and transfer switch panels be placed in the FHAR. I stated that based on previous conversations between Prasad, C. Turner & I, we have agreed to incorporate a reference in the FHAR to the FSAR Sections where the subject information is already discussed in detail. Mr. Goel stated that he would review the FSAR to see if it provided the necessary detail.

I stated that we would review his comments / questions and get back with him during the week of Junt 30, 1986.

Mr. Goel questioned if the above could be incorporated into amendment 4 to the FHAR. I committed to get back to him with an answer. He then requested a breakdown af the changes being incorporated in amendment 4. I committed to have the breakdown available by June 30, 1986.
