NRC RAI 1:

Section XI, Article IWA-2220 of the ASME Code specifies the requirements for surface examinations.Section XI, Article IWA-2221 of the ASME Code requires that surface examinations performed using the magnetic particle method shall be conducted in accordance with Section V, Article 7 of the ASME Code. Please provide the applicable Code requirements for the surface examination of the Category C-C attachment welds (e.g. ASME Code Section V, Article 7.)

Energy Northwest Response:

Columbia's ASME required surface examinations for the third tnspection interval were performed in accordance with ASME Code Section V, Article 7 as required by ASME Section XI, 2001 Edition with the 2003 Addenda.

NRC RAI 2:

The licensee states that the "A" RHR system is subject to VT-2 visual examination during system pressure testing and that there were no recorded leaks during these pressure tests last interval. Since the Category C-C attachment welds are not pressure boundary welds, please explain how the system pressure test is relevant to determine the acceptability of the four Category C-C attachment welds.

Energy Northwest Response:

Columbia recognizes that the support welds are not pressure boundary welds. The function of the support is to support the weight and provide structural stability to the component. Reference to the VT-2 examination results were included as they provide some assurance that there is no weld defect in the inaccessible region of the support that resulted in through-wall leakage.
