Dear Sir or Madam:

By Reference 1, Energy Northwest submitted a license amendment for Columbia Generating Station (Columbia) for measurement uncertainty recapture as a power uprate. By Reference 2, Energy Northwest supplemented the original request. In Reference 3, the NRC requested additional information related to the fire protection system at Columbia. By Reference 4, Energy Northwest provided response to Reference 3.

On November 16, 2016, during a phone call between the US Nuclear Regulatory Commission (NRC) staff and Energy Northwest staff, Energy Northwest agreed to provide the following additional clarification to the NRC Staff on Energy Northwests RAI-1 response sent in Reference 4:

1. With regards to the information provided in response to NRC Fire Protection RAI-1 in Reference 4, Columbia remains in compliance with its fire protection program licensing basis and the applicable portions of 10 CFR 50 Appendix R.

G02-16-173 Page 2 of 2 The No Significant Hazards Consideration Determination (NSHCD) provided in the original submittal is not altered by this submittal. This letter contains no regulatory commitments.
