COLUMBIA GENERATING STATION, DOCKET NO. 50-397 2021 ANNUAL ENVIRONMENTAL OPERATING REPORT
Dear Sir or Madam:
This letter is submitted pursuant to Section 5.4.1 of the Columbia Generating Station (CGS)
Environmental Protection Plan (EPP), Appendix B to the Facility Operating License No. NPF-21, which requires Energy Northwest (EN) to submit an Annual Operating Report for the EPP to the Nuclear Regulatory Commission (NRC) for the prior calendar year.
There were no EPP noncompliances in 2021 and there were no changes in station design or operation, tests, and experiments that involved an unreviewed environmental question.
On September 14, 2021 Energy Northwest sent a National Pollutant Discharge Elimination System (NPDES) 5-day noncompliance report to the Energy Facility Site Evaluation Council (EFSEC) for the potential discharge of no more than eight gallons of silicone-based lubricating fluid into Plant Service Water and subsequently the Circulating Water Basin and Columbia River via Columbia Generating Station Outfall 001. NRC notification EN 55425 pursuant to 10 CFR 50.72(b)(2)(xi) was completed on August 23, 2021.
A summary of the effluent data reported on the discharge monitoring reports to EFSEC are provided in the Attachment.

Acute toxicity testing of circulating water blowdown was completed quarterly during 2021.
The bioassay results were favorable with no acute toxicity detected in the test concentration representing the acute critical effluent concentration (ACEC). The ACEC equals 11% effluent.
- During the month of December, two samples for chromium were taken for an average concentration of 6.2 ug/L.
