Dear Sir or Madam:

In Reference 1, the Nuclear Regulatory Commission (NRC) issued a letter to Energy Northwest requesting that an online reference portal be set up and populated to support review of the license amendment request submitted by Energy Northwest in Reference

2. The NRC staff requested written confirmation that Energy Northwest agrees with the terms and conditions set forth in Reference 1.

GO2-22-031 Page 2 of 2 The purpose of this letter is to confirm that Energy Northwest agrees to the terms and conditions in Reference 1. Specifically, Energy Northwest agrees to provide an online reference portal with the following conditions placed on the portal:

- The online reference portal will be password-protected, and passwords will be assigned to those directly involved in the review on a need-to-know basis;

- The online reference portal will be sufficiently secure to prevent NRC staff and contractors from printing, saving, or downloading any documents; and

- Conditions of use of the online reference portal will be displayed on the login screen and will require concurrence by each user.

The above conditions will be maintained through the duration of the NRC's review of the license amendment request submitted in Reference 2.

There are no commitments being made to the NRC by this letter.
