DOCKET NOS. 50-445 AND 50-446 WITHDRAWAL OF LICENSE AMENDMENT REQUEST (LAR) 03-07 REVISION TO TECHNICAL SPECIFICATION (TS) 3.8.1 AND 3.8.9, EXTENSION OF ALLOWABLE COMPLETION TIMES FOR DIESEL GENERATORS, QUALIFIED OFFSITE CIRCUITS, AND AC ELECTRICAL POWER DISTRIBUTION SUBSYSTEM (TAC NOS. MC1680/MC1681)

Gentlemen:

In Reference I TXU Generation Company LP (TXU Power) requested an amendment to the CPSES Unit 1 Operating License (NPF-87) and CPSES Unit 2 Operating License (NPF-89) by incorporating changes into the CPSES Unit 1 and 2 Technical Specifications.

The proposed changes would revise Technical Specification (TS) 3.8.1 for AC Sources Operating to extend the allowable Completion Times for the Required Actions associated with restoration of an inoperable Diesel Generator (DG) and an inoperable offsite circuit (i.e., startup transformer). The proposed changes would also revise Technical Specification (TS) 3.8.9 for Distribution Systems - Operating to extend the allowable Completion Times for the Required Actions associated with restoration of an inoperable AC electrical power distribution system (i.e., 6.9 kV AC safety bus).

This proposed change related to TS 3.8.1 (Action B.4) was based on the methodology provided in WCAP-15622, "Risk-Informed Evaluation of Extensions to AC Electrical A member of the STARS (Strategic Teaming and Resource Sharing) Alliance Callaway . Comanche Peak

n TXX-05069 Page 2 of 2 Power System Completion Times," and associated Industry/Technical Specification Task Force (TSTF) Standard Technical Specification (STS) change TSTF-417, Revision 0, which is currently under review by the NRC.

TXU Power's evaluation of the proposed changes included traditional engineering analyses as well as a risk informed approach as set forth in the guidance of Regulatory Guide 1.174, "An Approach for Using Probabilistic Risk Assessment In Risk-Informed Decisions on Plant-Specific Changes to the Licensing Basis," and Regulatory Guide 1.177, "An Approach for Plant-Specific, Risk-Informed Decisionmaking: Technical Specifications."

At the end of 2004, TXU Power completed a major update to the CPSES Probabilistic Risk Assessment (PRA) Model which expanded the loss of offsite power modeling and incorporated the WOG 2000 RCP seal LOCA model, among other updates.

TXU Power intends to incorporate the results of this model into the supporting evaluation for this submittal. Therefore, TXU Power is withdrawing LAR 03-07.

TXU Power anticipates resubmitting another License Amendment Request in 2005 which incorporates these new PRA model results.
