In Reference 1, Tennessee Valley Authority (TVA) submitted a request for amendments to Facility Operating License Nos. NPF-90 and NPF-96 for the Watts Bar Nuclear Plant (WBN),

Units 1 and 2. The proposed change revises WBN Unit 2 Technical Specification (TS) 4.2.1, "Fuel Assemblies," to allow TVA to insert Tritium Producing Burnable Absorber Rods (TPBARs) into the WBN Unit 2 reactor core, similar to WBN Unit 1, and to add a limit on the TPBARs that can be irradiated. In Reference 2, TVA provided a supplement to Reference 1.

U.S. Nuclear Regulatory Commission CNL- 18-051 Page 2 April 9, 2018 TVA identified the following errors in Enclosure 1 to Reference 1 regarding Table 4.1-32, "Gaseous Releases , Continuous Filtered Containment Vent Option, " and Table 4.1-35, "Annual Projected Impact of TPC (1 ,792 TPBARs) on Effluent Dose to Maximally Exposed Members of the Public and Population Dose per Unit":

  • In Table 4.1-32 to Enclosure 1 to Reference 1, for nuclide Xe-131 m, the expected release value was listed as 1.19E+01 Ci/year and for nuclide 1-132, the design release value was listed as 1.33E-13 µCi/cc. The correct values are 1.19E+03 Ci/year for Xe-131m and 1.33E-12 µCi/cc for 1-132.
  • In Table 4.1-35 to Enclosure 1 to Reference 1, the maximally exposed individual organ non-tritium production core (TPC) dose was listed as 5.54 millirem (mrem) (Bone) , the TPC dose was listed as 6.14 mrem (Bone) , and the incremental increase from TPC was listed as 0.60 mrem. The correct values are 8.09 mrem (Thyroid) for the non-TPC dose, 8.30 mrem (Thyroid) for the TPC dose, and 0.21 mrem for the incremental increase from TPC .

The above errors were due to an oversight when reviewing the computer data used to generate Tables 4.1-32 and 4.1-35. The enclosure to this letter contains the corrected Tables 4.1-32 and 4.1-35 that supersede Tables 4.1-32 and 4.1-35 provided in Enclosure 1 to Reference 1.

TVA has entered this error into the TVA Corrective Action Program . Furthermore, TVA has reviewed the remaining data in Tables 4.1-32 and 4.1-35 and determined they are correct.

As an extent of condition , TVA reviewed the data in Tables 4.1-28, 4.1-29, 4.1-30, 4.1-31, 4 .1-33, 4.1-34, and 4.1-36 in Enclosure 1 to Reference 1 and determined that the information in these tables is correct.

The enclosure to this letter does not change the no significant hazards consideration or the environmental considerations contained in the referenced letter. Additionally , in accordance with 10 CFR 50.91 (b)(1 ), TVA is sending a copy of this letter and the enclosures to the Tennessee Department of Environment and Conservation.
