Dear Sir or Madam:

By letter dated August 19, 2014, Entergy Nuclear Operations, Inc. (ENO) requested relief from the requirements of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code, Section Xl, 1998 Edition through 2000 Addenda, for 100 percent examination coverage of certain components due to geometric or design configuration at Vermont Yankee Nuclear Power Station during the fourth ten-year Inservice Inspection Program interval, which concluded on August 31, 2013 (Reference 1).

In Reference 2, the NRC provided ENO with a Request for Additional Information (RAI) regarding the subject relief request. The response to the RAI is provided in Attachment 1 of this letter.

There are no new regulatory commitments being made in this submittal.

By letter dated August 19, 2014, (Agency-wide Document Access and Management System (ADAMS) Accession Number ML14237A100) Entergy Nuclear Operations, Inc. (the licensee) submitted relief request ISl-06. Relief Request ISI-06 requests relief under 10 CFR 50.55a(g)(5)(iii), from the coverage requirements of ASME Code Section Xl for the fourth ten year inspection interval at Vermont Yankee Nuclear Power Station. Additionally, the licensee submitted a letter on September 23 2013 (ADAMS Accession No. ML13273A204) to the Nuclear Regulatory Commission (NRC) expressing the intent to permanently shut down the Vermont Yankee Nuclear Power station by the end of 2014.

The NRC staff has reviewed the relief request and requires the following information to complete the review:

1. What is the planned date for offloading the core from the reactor pressure vessel?

Response

Offloading of the Vermont Yankee Nuclear Power Station (VY) core from the reactor pressure vessel is expected to be completed by mid-January 2015. Once the certifications of permanent cessation of operations and permanent removal of fuel from the reactor vessel have been docketed in accordance with 10 CFR 50.82(a)(1), pursuant to §50.82(a)(2), the 10 CFR part 50 license will no longer authorize operation of the reactor or emplacement or retention of fuel into the reactor vessel.

2. Will the reactor coolant system be at operating pressure or temperature after February 2015?

Response

The VY reactor coolant system will not be at operating pressure or temperature after February 2015.

3. Which welds will have a safety function in maintaining core cooling after February 2015?

Response

Since the core is expected to be offloaded by mid-January 2015, there will be no need to maintain core cooling after February 2015. There will be no welds which will have a safety function in maintaining core cooling after February 2015.
