8,- G,- D, -E. -H indicate cracked andlor broken welds between the external surfece of the vacuum breaker line and the angle support clip for the beflows covers. The cracked andlor broken welds are attached to, but are not part of the containment pressure boundary.
This issue was addressed previously in reference(b). Reference (b) evaluated the effects on the expansion bellows with afl bolls still in place. It predicted that these welds are the weak link and that these connections would crack or fail before the bellows was affected. It rovided recommendations to remove the center bolts and all the bolts from one end of the covers. Apparently this was not perkrmed.
Based on the asfound condition, the cracks are located on in the fillet weld area and due not compromise the containment not have the strength lo resist the imposed axial or lateral mwements from a design basis accident (DBA Based on the discussion and conclusions in reference(b) the bellows will still perform their design function with the cracked and/or broken wekls.
References (c) and (d) were reviewed for the effects of the minor to moderate rust identifled [in reference(a)] on the exterior of the carbon steel center spool pieces of the expansion bellows. The spool pieces are 1/2 inch nominal wall thickness. The only significant loads on this component are from the DBA. These are an axial load from the bellows displacements and the internal pressure in the vent lines. The axial load is limited by the bellows stiffness. Given the short length of the spool piece, even significant wall loss over the entire spool piece would not affect the axial bad capacity of the bellows assernb. The code required wall thickness for an internal design pressure of 56 psi is approx. 0.032" for the 18" bellows and approx. 0.04% for the 24 inch bellows. The spool piece has significant margin for wall loss and the minor to modeate rust will not affect thew ability of the bellows assembly to perform its design function.

DISCUSSION NOS. YA-IWE-VT-062 IDR 99-07 identifies a localized area on the torus exterior shell that exhibits base metal loss at a maximum depth of 1/32" as measured from adjacent metal surfaces. This area is approximately 4" x 4" and is located 3-112' above penetration X-226A at elevation 230'. The area is cited as being blended and coated.
The 4" x 4" area is at an arc length of approx. 16.2' from the torus bottom centerline. The nominal wall thickness is 0.584, the depth of this area is 0.031 25", the remaining wall thickness is 0.553",
the acceptance criteria for general area corrosion is 0.541". The remaining wall thickness of the affected area is within the acceptance criteria defined in VYC-1032 for general area corrosion. There are no further evaluations required given the area identified meets the shell thickness requirements.
CONCLUSION
?his memo serves to document the engineering evaluation for closure of IDR 99-07. There are no long term corrective actions associated with this IDR.

Visual inspections of the primary containment surfaces are performed under ASME Section XI, Subsection IWE. Areas of corrosion and possible wall loss are evaluated by engineering. This memo documents the MechanicaVStructural Design evaluation of findings identified in Inservice Discrepancy Reports (IDR) Nos.99-012 and 99-018. references(a) and (b).
JDR 99-01 2 Inspection report YA-IWE-VT-111, reference(a), identifies areas of missing paint, surface corrosion, and pitting at the intarsection of the concrete slab and the primary containment shell at elevation 238 in the drywell. The areas of pitting are limited to three locations with a combined total length 50 inches out of a circumference of approximately 1650 inches or 3% of the total circumference at elevation 238. The base metal thickness adjacent to the pitting locations was verified by UT inspection, reference(c) and conforms to the design drawings.
A bounding evaluation of corrosion at this location was performed In calculation VYC-2043, reference(d). The bounding evaluation assumes the entire circumference of the drywell shell for
'a four inch height (2 inches above and below elevation 238) is corroded 3/16 inches and an additional 0.050 inches to account for future corrosion, The calculation demonstrates that the stresses in remaining steel thickness accounting for a total assumed wall loss of 0.2375 inch are still below the ASME 111 code allowables..
Based on the evaluation in VYC-2043 the primary containment will still perform its design function and meet code requirements in the as found condition described in IDR 99-012. The evaluation conservatively bounds the existing conditions and any additional corrosion at these tocations until a repair of the coating and/or seal configuration can be performed.
JHCallaghan VYM 991139 Page 2 of 2 IDR 99-018 inspection report YA-IWE-VT-146, reference(b), identifies approximately 20 square inches of areas of moderate rust and corrosion at the X-5G vent line jet shield stiffener to drywell surface interface. No significant wall loss was identified. The stiffeners are welded to the primary containment and are not part of the pressure boundary, The primary containment is 2.50 inches thick at this location. This condition is enveloped by the general shell corrosion evaluation performed in VYC-2043, reference(d). Significant margin exists for localized corrosion at this location.
