1.0 INTRODUCTION
i This Off-Site Dose Calculation Manual (ODCM) provides the information and i methodologies to be used by Brunswick Steam Electric Plant (BSEP) to assure 1 l
compliance with specifications 3/4.11.1, 3/4.11.2, 3/4.11.4, and 3/4.12 of '
BSEP's operating technical specifications. These portions are those related to liquid and gaseous radiological effluents. They are intended to show compliance with 10CFR20,10CFR50.36a, Appendix I of 10CFR50, and 40CFR190. l ,
The ODCM is based on " Radiological Effluent Technical Specifications for BWRs" (NUREG 0473, Draft), " Preparation of Radiological Effluent Technical Specifi-cations for Nuclear Power Plants" (NUREG 0133), and guidance from the United States Nuclear Regulatory Commission (NRC) . Specific plant procedures for implementation of this manual are provided elsewhere. These procedures will ;
be utilized by the operating staff of BSEP to assure compliance with technical !
specifications.
The ODCM has been prepared as generically as possible in order to minimize the need for future revisions. However, some changes to the ODCM will be expected in the future. Any such changes will be properly reviewed and approved as indicated in the Administration Control Section of the BSEP Technical Specifications.
The Semiannual Radioactive Effluent Release Report prepared after January 1 of each year will include an assessment of the radiation doses from radioactive liquid and gaseous ef fluents using LADTAP and GASPAR sof tware using concurrent meteorology obtained during the report period. This report will be inclusive of the requirements as outlined in the BSEP Technical Specifications.

2.2 COMPLIANCE WITH 10CFR PART 50 2.2.1 Cumulation of Doses Technical Specification 4.11.1.2 requires that the cumulative dose contributions from liquid effluents be determined at least once per 31 days, and a cumulative summation of these total body and any organ doses should be maintained for each calendar quarter. The cumulative dose contributions will consider the dose contributions from the maximum exposed individual's consumption of fish and invertebrates. At BSEP the adult is considered as the !
maximum exposed individual. The dose or dose commitment limits based on 10CFR Part 50, Appendix I, are defined in Technical Specification 3.11.1.2 a and

- For ODCM calculations performed to comply with T/S 4.11.2.1.2 and 4.11.2.3, the I-133 values used are determined by actual analysis.
Values for Pg were calculated for an infant for various radionuclides for the inhalation, ground plane, cow milk, and goat milk pathways using the methodology of NUREG 0133. The Pg. values are presented in Table 3.2-5. The values of P reflect, for each radionuclides, the maximum organ dose factor for l each individual pathway of exposure. Because the goat milk pathway is not j present at BSEP, the cow milk pathway P values were utilized in the determination of the various controlling locations. For the case of an infant being present at the site boundary or at the real pathway location, the ground plane pathway is not considered as a reasonable exposure pathway for the infant (i.e., Pg = 0). However, P values are presented in Table 3.2-5 for G i completeness. Appendix C presents the methodology which was utilized in calculating Pg values.
Annual average D/Q values at the special locations for the stack, Reactor Building, and Turbine Building release points, respectively, which were utilized in Expressions 3.2-14 through 3.2-17 were obtained from the tables presented in Appendix A. The X/Q values in Expressions 3.2-14 through 3.2-17 were also obtained from the tables presented in Appendix A. D/Q values at the limiting site boundary location and the limiting real pathway location for releases from the Turbine Buildings, the Reactor Buildings, and the stack were obtained from Tables A-3, A-9, and A-15, respectively, of Appendix A. X/Q values at these same locations for these same release points were obtained from Tables A-1, A-7, and A-13 of Appendix A. A description of the derivation of the X/Q and D/Q values is provided in Appendix A.

C.1 CALCULATION OF P 1
The parameter Pg contained in the radioiodine and particulate portion of Section 3.2, includes pathway transport parameters of the ich radionuclides, the receptor's usage of the pathway media and the dosimetry of the exposure.
Pathway usage rates and the internal dosimetry are functions of the receptor's age; however, the youngest age group, the infant, will always receive the
. maximum dose under the exposure conditions for Technical Specification 3.11.2.1(b). For the infant exposure, separate values of P may be calculated for the inhalation pathway which is combined with a W parameter based on (X/Q), and the food (milk) and ground pathway which is combined with a W parameter normally based on (D/Q), except for tritium. The following sections provide in detail the methodology which was used in calculating the Pg values for inclusion into this ODCM.
