PCOL-85/15, Revision 2)

AECM-85/0404 In accordance with the provisions of 10 CFR 50.59 and 10 CFR 50.90, Mississippi Power & Light (MP&L) requests an amendment to License NPF-29, for Grand Gulf Nuclear Station (GGNS) Unit 1. Earlier revisions of this proposed change were submitted to the NRC via MP&L Letters dated September 13 and October 24, 1985 (AECM-85/0263 and 0346, respectively). The enclosed revision 2 of this proposed change to the Operating Licensing is an amendment to AECM-85/0346 and is based on discussions with the NRC staff on November 5, 1985.

This PCOL proposes a one-time exception to Technical Specification 6.3.1 and pertains to the qualifications of the CCNS Chemistry / Radiation Control (C/RC) Superintendent. A Technical Assistant to the C/RC Superintendent is proposed to augment the Radiation Protection Manager responsibilities. The individual assigned to the Technical Assistant position meets Regulatory Guide 1.8 (September 1975). A training program is proposed for the current C/RC Superintendent in order to qualify this individual to Regulatory Guide 1.8.

In general, the one-time exception is proposed to be in effect until the training program has been completed.

In accordance with the provisions of 10 CFR 50.30, three (3) signed originals and forty (40) copies of the requested amendment are enclosed. The attachment provides the complete technical justification and discussion to support the requested amendment. This amendment has been reviewed and accepted by the Plant Safety Review Committee (PSRC) and the Safety Review Committee (SRC). Based on the guidelines presented in'10 CFR 50.92, it is the opinion of 0

MP&L that this proposed amendment involves no significant hazards {\0 considerations.
