Entergy Operations, Inc. by this letter is submitting a proposed amendment to the Grand Gulf Nuclear Station (GGNS) Operating License. The proposed amendment converts the current GGNS Technical Specifications to Technical Specifications based largely on NUREG-1434 Revision O.

4 GGNS has been an active participant as an industry lead plant in the Technical Specification improvement effort for several years and has devoted significant resources to the development of the improved Technical Specifications. The improved Technical Specifications are the result of extensive technical meetings and discussions among the NRC staff, industry owners groups, vendors, and NUMARC. Submittal of this conversion of the GGNS Technical Specifications is an important milestone of the Technical Specification improvement Program and a tribute to the persistance of the NRC and industry in bringing this important program to a close.

This submittal provides a plant specific application of this generic effort and provides suggested generic improvements which have been identified during the plant specific review. The proposed Technical Specifications should provide improvements in operational safety and result in decreased operating costs. We look forward to meeting with the NRC staff to discuss the details of the submittal and implementation issues.

Enclosure 2 of this letter provides a detailed description of the proposed Tee.inical Specification (TS) changes and justification for the changes: . Enclosure 2 also details the basis for the Entergy Operations, Inc. determination that the proposed amendment involves no signi% ant hazards considerations based on the guidelines presented in 10CFR50.92.

In accordance with the provisions of 10CFR50.4, the signed original'of the requested amendment is enclosed and,in accordance with 10CFR50.30, an Oath or Affirmation relating to the requested changes to the Operating License is enclosed.
