Dear Mr. Collins:

In accordance with the requirements of the U.S. Nuclear Regulatory Ccm-mission Code of Regulation 10CFR Part 55, the letter and enclosures are submitted as formal application for Operator's and Senior Operator's Licenses on the Grand Gulf Nuclear Station for those personnel listed in enclosure (1).

/'~'h It is requested that the license examinations be administered as previously (v / discussed with the Operator Licensing Branch; specifically, Written Examination October 28-29, 1981 Walk-through Examination November 9-13, 1981 November 16-20, 1981 Performance Examination December 7-14, 1981 (Perry Simulator)

The facilities of the Grand Gulf Nuclear Station will be made available to the examiner for the conduct of the written and walk-through examinations; in addition arrangements have been made with General Electric for the use of the Perry Simulator in Tulsa, Oklahoma, for the performance examinations.

Personal applications are enclosed (enclosure (2)), for each applicant which includes education, formal training, and experience. Each applicant's training and experience has been reviewed for conformance to Regulatory Guide 1.8 and ANSI N18.1 (1971) . Bared on this review we have determined that each applicant's training and experience demonstrates his ability to operate the controls of the Grand Gulf Nuclear Station in a competent and safe manner.

Mr. Paul F. Collins Page 2 During the month of September, Qualification Evaluation Systems, Inc.,

will administer both oral and written examinations similar in scope and depth to an NRC examination. The results of these examinations together with the applicants' training and experience will be considered by a formal Operator Training Evaluation Committee in early October for the purposes of recommending formal certification of each applicant's ability to competently and safely operate the plant. Those applicants determined to require further training will be withdrawn from the Licensed Operator program'until such time that sufficient remedial training is completed.

Physical examinations for each applicant on NRC Form 396 are included in enclosure (3). Outlines of training courses conducted for personnel in the Licensed Operator program are included in enclosure (4). Each applicant will have completed this program through training or experience before the examination.

The services ~of each applicant as a licensed operator are needed to support our expected fuel load date of December 1981.
