Dear Sir:

On October 28, 1996, Florida Power Corporation (FPC) provided to the Nuclear Regulatory Commission (NRC) the Crystal River Unit 3 Forced Outage scope letter (Reference A). Contained within that letter were design-related issues that would be addressed prior to CR-3 restart.

In order to manage our activities in a disciplined and documented manner, FPC created a Crystal River Unit 3 Restart Panel (CR-3 Panel) patterned after the NRC's 0350 process. The NRC also formed its panel under tm process (NRC Restart Panel). By this letter, FPC is providing information to the NRC regarding the formation, charter and efforts of the CR-3 Panel to date.

The CR-3 Panel has been tasked with managing, tracking to closure, and documenting the disposition of all the action items necessary to safely return CR-3 to power operation. The CR-3 Panel will be the primary interface between FPC and the NRC Restart Panel. Attachment A to this letter comprises the following documents: Restart Panel Charter, Restart Issues Selection / Screening Criteria, Restart Review List and the Restart Panel organization chart. The Restart Issues Selection / Screening Criteria may be refined as the outage progresses and as FPC moves closer to restart.

The CR-3 Panel has evaluated the items in the CR-3 Restart Review List (which includes the NRC checklist provided by the NRC Restart Panel in Reference B) against the Restart Issues Selection / Screening Criteria to develop its list of I

version of this list was discussed with the NRC Restart Panel chairman on November 22, 1996. A more refined version of the list was discussed with the NRC
