Dear Sir:

In Reference 1, the NRC Staff requested design, operation, maintenance, and surveillance information concerning safety related DC systems. In Reference 2, Florida Power Corporation (FPC) provided our response to that request for Crystal River 3 (CR-3). Question 3.a.1 in Reference I requested information regarding the existence of control room alarms when battery disconnects or circuit breakers are open. In our response, FPC indicated that such alarms did not exist at CR-3, but that a modification was planned to add them.

The disconnect switches are currently independently verified to be closed following any operation. In addition, their position is verified by a weekly surveillance as required by Technical Specifications.

As part of the design process for the modification to add the alarms, a cost estimate was prepared. It indicated the cost of the modification would be in excess of $157,000. This amount was deemed excessive, considering the incremental safety benefit to be gained. As a result, a decision was made to cancel the modification. This decision was reviewed and concurred with by the Plant Review Committee. Therefore, an automatic alarm on the disconnect switches for the station batteries will not be added as previously indicated in our response to Generic Letter 91-06.
