Dear Sir:

The purpose of this letter is to provide a summary status concerning Generic Letter (GL) 89-10 MOV related activities and to clarify the scope of valve setup and testing at Florida Power Corporation (FPC).

FPC is continuing M0V work activities which should result in all GL 89-10 program MOVs being appropriately setup with the best available data by the end of Refuel

9. Refuel 9, which is the third refuel since GL 85-10 was issued, is scheduled for completion in early June,1994. Enclosed, as an atachment, is a table of GL 89-10 MOVs, their status, and any-applicable notes.

There are, however, several outstanding MOV issues that continue to challenge FPC resources and may affect our MOV program. :These issues are as follows:

a Valve mispositioning, for PWRs, remains an unresolved issue that can significantly affect the scope of work associat ed with certain valves.

FPC has not included valve mispositioning induced dPs as an input to determine valve operation.

= Reduced voltage is considered in M0V calculations. Some calculations are being revised to incorporate new information.

= Pressure locking and thermal binding will be addressed when generic communications are developed.

. Our goal is to ensure all currently identified GL 89-10 MOV issues are either resolved or action plans in effect by the end of June, 1994.

The enclosed attachment lists those valves that are included in the GL 89-10 program.

= Dynamic Testing - these valves are tested at differential pressures as close to design basis conditions as possible and are setup to operate at design basis conditions using diagnostic equipment.

= Functional Verification - these valves are tested by stroking the valve to its safety function position during the normal course of operating the nuclear plant, primarily using surveillance procedures and operating procedures. They are setup, statically, to a thrust setting derived from applicable calculations. Diagnostic equipment is used for initial setup .

- = Head Pressure Testing - these valves use the head of the tank they are connected to for developing the required dP. Diagnostic equipment is used for initial setup'.

= Not Practical Due to Plant Conditions - these valves are typically stroke checked under static conditions and most are setup using a thrust setting.

These valves will be tested using the EPRI developed program or a suitable alternative.

- Notes:

1. Diagnostic equipment is also used post maintenance, as needed, and when performing periodic testing at the determined frequency.
2. dP established between 50% and 80% of design basis.
3. Reliance on operator action, during low powcr operation, minimizes the differential pressure FWV-28 would have to close against.
4. Reliance on either the related train feedwater pump trip or its associated suction valve closing significantly reduces the dP across these valves.
5. Accuracy associated with the original method is considered unacceptable due to rising - rotating stem. .
6. Screening for removal from program.
7. dp is typically < 50% of design basis pressure or test results are not ,

currently beneficial. Further evaluations pending EPRI test program results.
