On 1/9/87, with Unit 3 in Mode 5, during a review of snubber documentation, it was found that two tandem snubbers on a 3/4 inch instrument line had not been included in the Technical Specification 4.7.6 surveillance program, therefore the inspections and testing required by Technical Specification 4.7.6 were not performed.

On January 10, 1987 both snubbers were visually inspected and functionally tested satisfactorily.

The instrument line is connected to the Component Cooling Water (CCW) (EIIS System Code CC) return line from the gas stripper hotwell. The snubbers (EIIS Component Code SNUB), SA-CC-ll2-H-000, are Pacific Scientific model PSA-1/4-4, rated for 350 lbs.

each, or a total load of 700 lbs. for both. The design loading for the line to which the snubbers attach is 35 lbs.

It is likely reanalysis of the line loading, planned to be performed under the Snubber Reduction Program, will demonstrate that these snuhbers are not necessary.

The oversight apparently resulted from a clerical, or documentation error which did not properly identify the snubbers as safety related when the surveillance program was initiated. Since it was recognized that there was a potential for a discrepancy, a review of all snubber documentation has been included in the Snubber Service Life Program. All of the records for Unit 3 snubbers have been reviewed, with no other discrepancies identified.

A similar program is in progress for Unit 2.

The health and safety of plant personnel, and the public, was not affected by this event.
