LICENSEE EVENT REPORT (LER) 50 302/96 019 02

Dear Sir:

Pleaso find onclosed LER 50 302/96 019 02 (Supplomont 2). The initial LER discussed misclassification of a manual transfer switch that could cause a potential for loss of power to the En0 i noored Safo0uards (ES) status lights. Florida Power Corporation (FPC) identified throo options being considered to resolve the issuo. LER Supplement 1 conveyed FPC's decision to up0rado the manual transfer switch to safety related by July 31,1997.

The purpose of LEH Supplomont 2 is to chan00 the FPC selected correctivo action option for the manual transfer switch and the date for completion. The panel in which the manual transfor switch is mounted has been determined not to moet proper electrical separation / isolation criteria. Thorofore, FPC has decided to electrically isolate the manual transfer switch and the panol in which it is mounted from the ES status light circuit by November 30, 1997. This action will remove the potential for multiple failures of nonsafety related equipment to result in the loss of both trains of ES status lights.
