Dear Sir:
The above referenced LER described a condition outside the Crystal River Unit 3 (CR-3) design basis in that instrumentation used to identify leaks in Nuclear Service Closed Cycle Cooling Water (SW) system cooling to the Reactor Building Cooling Units (RBCU's) could be offscale high in certain situations and therefore incapable of measuring a specified 90 gpm differential between inlet and outlet flows. The corrective action specified in the referenced LER required completion of an evaluation by January 1,1997 of the calibration spans and the need for applicable cooling water flow transmitters, with subsequent identification of additional corrective actions. This evaluation has been affected by CR-3's current forced outage and will not be completed until May 30, 1997.
As noted in the referenced LER, alternate means of monitoring flow to the RBCU's is available. Therefore, delay in completion of the required evaluation will not have an impact on the operability of the SW system or RBCU's.
