Pursuant to 10 C.F.R. 52.714, ( onsumers Power Company submits its response to the Barbara S*smiris Amended Petition to Intervene, Revision to Contenti sn 4c, dated September 23, 1980. The legal standards to N used in evaluating the sufficiency of this contention is set forth at pages 2 - 4 1

of Answer of Consumers Power Company to Sharon K. Warren's Supplement to the Petition to Intervene and Barbara Stamiris' Amended Petition to Intervene, Dated August 14, 1980. Revised contention 4C fails to satisfy the specificity requirement.

The contention is so broad and general that Consumers does r.ot know precisely what the issues are, exactly what proof, evidence of testimony is required to meet the issues and exactly what support intervenors intend to adduce for their allegations.

Id. at page 4. Specifically Consumers knows neither the alleged

" inadequate evaluation." Moreover, the terms " dynamic l responses" and " seismic characteristics" are not sufficiently defined. For the foregoing reasons Consumers Power Company opposes revised contention 4C.
