SUBJECT:

SUSQUEHANNA STEAM ELECTRIC STATION, UNITS 1 AND 2 BASELINE SECURITY INSPECTION REPORT 05000387/2018410 AND 05000388/2018410

Dear Mr. Rausch:

On February 1, 2018, the U.S. Nuclear Regulatory Commission (NRC) completed a security inspection at your Susquehanna Steam Electric Station and discussed the results of the inspection with Mr. Derek Jones, Plant Manager and other members of your staff. The results are documented in the enclosed report.

The NRCs inspectors documented two findings of very low security significance (Green) in this report. These findings did not involve a violation of NRC requirements.

Two cross-cutting aspects were assigned to the findings in the areas of Human Performance.

Specifically, Susquehanna failed to stop when faced with uncertain conditions, [H.11], and Susquehanna failed to ensure individuals follow processes, procedures, and work instructions

[H.8].

If you disagree with a cross-cutting aspect assignment or a finding not associated with a regulatory requirement in this report, you should provide a response within 30 days of the date of this inspection report, with the basis for your disagreement, to the U.S. Nuclear Regulatory Commission, ATTN: Document Control Desk, Washington, DC 20555-0001; with copies to the Regional Administrator, Region I; and the NRCs resident inspector at Susquehanna Steam Electric Station.

Enclosure(s) transmitted herewith contain(s) Sensitive, Unclassified, Non-Safeguards Information. When separated from the Enclosure(s), the transmittal document is decontrolled. This letter will be made available for public inspection and copying at http://www.nrc.gov/reading-rm/adams.html and at the NRCs Public Document Room in accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390, Public Inspections, Exemptions, Requests for Withholding.

However, the enclosed report contains Security-Related Information and will not be made publically available in accordance with 10 CFR 2.390(d)(1). If you choose to provide a response that contains Security-Related Information, please mark your entire response Security-Related Information-Withhold from public disclosure under 10 CFR 2.390 in accordance with 10 CFR 2.390(d)(1) and follow the instructions for withholding in 10 CFR 2.390(b)(1). The NRC is waiving the affidavit requirements for your response in accordance with 10 CFR 2.390(b)(1)(ii).
