1.0 Introduction
Thisreportissubmitted incompliance with10CFR50.36a(a)(2) andTechnical Specification 5.6.3.Itincludesasummaryofthequantities ofradioactive liquidandgaseouseffluents andsolidradwastereleasedfromWNP-2duringtheprevioustwelvemonthsofoperation.
Effluentdataissummarized onaquarterly basis.2.0LiquidEffluents Theradwasteliquideffluents werereleasedin"batchmode"duringthereporting period.Table2-0summarizes thenumberanddurationofbatchreleases, dilutionflowandcalculated maximumindividual doses.Theliquidbatchreleaseswererecirculated beforesampling.
Arepresentative samplewasobtainedandanalyzedforeachbatchrelease.Acomposite ofthebatchsamplesforeachmonthwasanalyzedfortritium,andacomposite sampleforeachquarterinwhichliquidsweredischarged wasanalyzedforstrontium 89,strontium 90,andiron55.Themethodsusedformeasuring thetotalradioactivity weregammaspectroscopy, liquidscintillation andproportional counting.
Table2-1providesasummation ofallliquidreleasesduringthisreporting period.TheaverageflowrateoftheColumbiaRiverduringJanuarythroughDecember1997was1.65E+05cubicfeetpersecond.Thepercentage ofMPClimitinTable2-1isbasedonthetotaloftheMPCfractions usingthenuclidesinTable2-2andtheconcentrations listedintheformer10CFR20,AppendixB,Table2,Column2.Doseswerecalculated usingtheLADTAPIIcomputercode,NUREG/CR-4013.
Estimated totalerrorsarelistedinTable2-1,andarepropagated fromindividual errorestimates ofsampleactivity, samplevolume,tankvolume,andtankhomogeneity.
Theestimated totalerrorswerecalculated byobtaining thesquarerootofthesumofthesquaresoftheindividual errorcontributions andmultiplying by1.96fora95percentconfidence level.Therewerenoliquideffluentmonitorswhichwereoutofserviceformorethan30days.Therewerenoabnormalreleases.

3.0 GaseousEffluents
Thegaseousradwasteeffluents fromWNP-2werereleasedfromthree(3)releasepoints:1.MainPlantVent-mixedmoderelease2.Turbinebuilding-groundlevelrelease3.Radwastebuilding-groundlevelreleaseThegaseoussourcetermsfromeachreleasepointarelistedinTables3-1,3-2,and3-3.Table3-4providesasummation ofthetotalactivityreleased, theaveragereleaserate,thepercentage ofODCMRequirement ForOperability limit,grossalpharadioactivity andtheestimated totalerrorassociated withthemeasurements ofradioactivity inthegaseouseffluents.
Radioactivity measurements forgaseouseffluentreleasesareperformed forfissionandactivation gasesbycollecting thesamplesinamarinelli beakerandanalyzing themusinggammaspectroscopy.
Tritiumisanalyzedbycollecting thesampleonadesiccant, distillation, andliquidscintillation counting.
Particulates andiodinesaresampledusingparticulate filters'and charcoalcartridges.
Bothareanalyzedusinggammaspectroscopy.
Ebarwas4.30E-02meVperdisintegration.
Noblegasactivities arecommonlybelowdetection limitsinthebuildingeffluentducts.Wherepossible, noblegasconcentrations intheeffluenthavebeencalculated fromplantprocessdata.Reactorbuildingnoblegasconcentrations werecalculated fromoffgasposttreatment data.Calculations wereperformed forreleasesusingtheNRCGASPARIIcomputerprogramandparameters asoutlinedintheODCM.Quarterly dosestoamemberofthepublicweredetermined atthelocations identified intheAnnualLandUseCensusandatthesiteboundary.
Table3-0summarizes theresultsofthesecalculations.
Totalerrorestimates arepropagated fromindividual errorestimates ofsamplevolume,sampleactivityandeffluentflowratemeasurements.
Theoverriding uncertainty inallcasesisinthemeasurement oftheeffluentactivityandsamplevolumes.Theestimated errorwasdetermined tobe36percentatthe95percentconfidence level.ThepercentofODCMlimitforfissionandactivation gases(airdose)wasdetermined forlocations identified intheannuallandusecensus,andwasbasedonquarterly limitsoften(10)millirads forbetaandfive(5)millirads forgamma.Theselocations wereusedtodetermine themostrestrictive valuetobeusedinTable3-4foreachquarter.TheODCMlimitsarelistedinTable3-0.
Inadditiontothereactorfacility, WNP-2hasapermanent laundryfacilitylocatedapproximately 0.75milesfromthereactorbuilding.
Itsventilation systemcontainsHEPAfiltersonthedischarge, andiscontinuously monitored forparticulates.
Also,thebackupchemistry laboratory withintheEmergency Operations Facility(EOF)islocatednearthelaundryfacility.
Theradiochemical hoodwithinthebackupchemistry labcontainsHEPAfiltersandismonitored forradioactive releaseswheninoperation.
Gammaspectrometry indicated noradioactive materials presentotherthanthatattributable tonaturalbackground.
Therewerenoabnormalreleasesofgaseouseffluentduringthisreporting period.TheRadwastebuildingIntermediate Rangenoblegasmonitorwasoutofservicefor31daysbetweenMarch18andApril18,1997.Thereasonfortheextendedoutagewasthatthecalibration procedure contained inadequate guidanceforcorrecting adecreaseinmonitorefficiency.
Additional guidanceforcorrecting thistypeoffailurehasbeenaddedtothecalibration procedure forthisandtheoneothersimilarmonitor.Thisshouldpreventrecurrence ofthisevent.(Reference PER297-0221-11.)
