WNP-2 OPERATING LICENSE NPF-21 1996 ANNUALENVIRONMIPlTALOPERATING REPORT This letter is submitted per reporting requirements of Section 5.4.1 of the WNP-2 Environmental Protection Plan (EPP; Appendix B to OL).

No design or operational changes or tests in 1996 involved an unreviewed environmental question. Environmental evaluations were prepared for three proposed changes or activities.

One involved a change in the service water treatment program for biofouling control (changing from nonoxidizing biocides to hydrogen peroxide). Another was for the installation and operation of a sidestream filter on the standby service water system. The third involved piping to dewater the condenser water boxes to accomodate on-line tube plugging. All of these proposed changes involved potential water discharges that would be regulated under the station's NPDES permit. No non-routine nonradiological reports (within the context of EPP Section 5.4.2) were required for 1996. A summary of the effluent data reported'to the State of Washington on the monthly discharge monitoring reports is attached.
