NUCLEAR PLANT NO. 2 1991 ANNUALENVIRONMENTALOPERATING REPORT This letter is submitted per reporting requirements of Section 5.4.1 of the WNP-2 Environmental Protection Plan (EPP)( Appendix B to Facility Operating License NPF-21).

A summary of the effluent data reported to the State of Washington on the monthly discharge monitoring reports is attached. One NPDES permit violation occurred in 1991. On May 21 the pH exceeded the limit of 9.0 for one hour, reaching a maximum of 10.1. The incident was reported to the Energy Facility Site Evaluation Council which subsequently issued a Notice of Violation (with $ 1000 penalty) on August 26. No environmental impact was observed or alleged to have been attributable to the incident.

No design or operational changes or tests in 1991 involved an unreviewed environmental question. Also, no non-routine reports (within the context of EPP Section 5.4.2) were required for 1991.
