Thesecondinspection intervalisdefinedasfollows:Bece1nsEndsFebruary11,1988February10,1998ThisdocumentoutlinestheISTProgramforSt.LuciePlant,Unit1,basedontherequirements ofSectionXIoftheASMEBoilerandPressureVesselCode,1983Edition,including alladdendatheretothroughSummer',1983(theCode).References inthisdocumentto"IWP"or"IWV"correspond toSubsections IWPandIWV,respectively, oftheASMESectionXI,1983Edition,unlessotherwise noted.Theinservice testingidentified inthisPlanaretobeperformed specifically toverifytheoperational readiness ofpumpsandvalveswhichhaveaspecificfunctioninmitigating theconsequences ofanaccidentorinbringingthereactortoasafeshutdown.

Shouldsuchasituation arise,anexpandedallowable maybedetermined, onacase-by-case basis,inaccordance withIWP-3210andASMECodeInterpretation XI-1-79-19.

3.3TestingIntervals Thetestfrequency forpumpsincludedintheProgramwillbeassetforthinIWP-3400andrelatedreliefrequests.

Abandof+25percentofthetestintervalmaybeappliedtoatestscheduleasallowedbytheSt.LucieUnit1Technical Specifications toprovideforoperational flexibility.

3.4PumpProgramTableAppendixAliststhosepumpsincludedintheISTProgramwithreferences toparameters tobemeasuredandapplicable requestsforrelief.3.5ReliefRequestsforPumpTestingAppendixBincludesallreliefrequestsrelatedtopumptesting.

(IWP-3300, 4310)BASISFORRELIEF:'hedataassociated withbearingtemperatures takenatone-yearintervals provideslittlestatistical basisfordetermining theincremental degradation ofabearingoranymeaningful trendinginformation orcorrelation.

Inmanycasesthepumpbearingsarewater-cooled andthus,bearingtemperature isafunctionofthetemperature ofthecoolingmedium,whichcanvaryconsiderably.

Vibration measurements areasignificantly morereliableindication ofpumpbearingdegradation thanaretemperature measurements.

Allpumpsintheprogramaresubjected tovibration measurements inaccordance withIWP-4500.

Althoughexcessive bearingtemperature isanindication ofanimminentorexistingbearingfailure,itishighlyunlikelythatsuchacondition wouldgounnoticed duringroutinesurveillance testingsinceitwouldmanifestitselfinotherobviousindications suchasaudiblenoise,unusualvibration, increased motorcurrent,etc.Anypotential gainfromtakingbearingmeasurements, whichinmostcaseswouldbedonelocallyusingportablein'strumentation, cannotoffsetthecostintermsofdilutionofoperatoreffort,distraction ofoperators fromotherprimaryduties,excessive operating periodsforstandbypumpsespecially underminimumflowconditions, andunnecessary personnel radiation exposure.

BASISFORRELIEF:TableIWP-4110-1 requirestheaccuracyofinstruments usedtomeasuretemperature andspeedtobeequaltoorbetterthan+5percentfortemperature and+2percentforspeed,bothbasedonthefullscalereading.oftheinstrument.

Thismeansthattheaccuracyofthemeasurement canvaryasmuchas+15percentand+6percent,respectively, assumingtherangeoftheinstruments extendedto.theallowedmaximum.TheseISTpumpparameters areoftenmeasuredwithportabletestinstruments wherecommercially available instruments donotnecessarily conformtotheCoderequirements forrange.Inthesecases,highqualitycalibrated instruments willbeusedwherethe"reading" accuracyisatleastequaltotheCode-requirement forfull-scale accuracy.

Thiswillensurethatthemeasurements arealwaysmoreaccuratethantheaccuracyasdetermined bycombining therequirements ofTableIWP-4110-1 andParagraph IWP-4120.

ALTERNATE TESTING:Wheneverportableinstruments areusedformeasuring pumpspeedorbearingtemperatures, theinstruments willbesuchthatthe"reading" accuracyisasfollowsTemperature Speed+5percent+2percentB-2

BASISFORRELIEF:Thereareonlytwopractical flowpaths available forperforming inservice testingoftheAFWPumps.Theseincludetheprimaryflowpathintothemainfeedsupplylinesandthencetothesteamgenerator andtheminimum-flow recirculation (mini-recirc andbypasstestloop)whichreturnstothecondensate tank.Theformerisprovidedwithflowratemeasuring instrumentation howeverthemini-recirc lineisafixedresistance circuitwithnoflowinstrumentation.

Pumpingfromtheauxiliary feedwater systemintothesteamgenerators duringplanthotoperation isimpractical andundesirable forthefollowing reasons:Duringauxiliary feedwater injection viathemainfeedwater lineswhiletheplantisoperating atpower,alargetemperature differential (approximately 375deg-F)couldexistthatwouldresultinsignificant thermalshockandfatiguecyclingofthefeedwater pipingandsteamgenerator nozzles.Basedontheexpecteddurationofthetestingandtheflowrateofthepumps(275gpm),itisexpectedthatthecooldownofthesteamgenerator wouldinducecooldownandcontraction ofthereactorcoolantsystemresulting inundesirable reactivity variations andpowerfluctuations.

Duringcoldshutdown, theintroduction ofexcessquantities ofboricacidintotheRCSisundesirable fromtheaspectofmaintaining properplantchemistry an'dtheinherentdifficulties thatmaybeencountered duringthesubsequent startupduetoover-boration'of theRCS.B-6 REVISION212/12/89RELIEFREQUESTNO.PR-5(cont.)*Thesecondcircuitthatrecirculates watertotheRefueling WaterTank(RWT)ortheVolumeControlTank(VCT).Duringplantoperation atpoweritisundesirable topumptotheRWTanddepletetoBAMTankinventory.

Thereare,however,situations wheremakeupisprovidedtotheVCTfromtheBAMTanks;butitisunlikelythatthescheduling anddurationofthisevolution presentsapractical opportunity forperforming pumptesting.*Theminimum-flow recirculation flowpathisafixedresistance circuitcontaining aflowlimitingorificehowevernoflowratemeasuring instrumentation isinstalled.

ALTERNATE TESTING:Duringquarterly testingoftheBAMpumpswhilethepumpsareoperating throughthefixed-resistance mini-recirc line,pumpdifferential pressureandvibration willbemeasuredandevaluated perIWP-3200andIWP-6000.

Duringtestingperformed atcoldshutdown, pumpdifferential

pressure, flowrate, andvibration willberecordedper,IWP-3200andIWP-6000.

BASISFORRELIEF:Therearetwopractical flowpaths available forperforming inservice testingoftheCSpumps.Theseincludeonethat'umps boratedwaterfromtheRWTtotheRCSviathelow-pressureinjection headerandthe,other,minimum-flow recirculation (mini-recirc andbypasstestloop)whichreturnstotheRWTThefirstwouldrequiremodifying theshutdowncoolinglineupwhileincoldshutdown; however,theshutdowncoolingsystemcannotprovidesufficient letdownflowtotheRWTtoaccommodate fulldesignflowfromtheRWTwhilemaintaining thenecessary corecoolingfunction.

Thus,theonlypractical timefortestingthesepumpsviathisflowpathisduringrefueling outageswhenwaterfromtheRWTisusedtofilltherefueling cavity.Theminimum-flow recirculation flowpathisafixedresistance circuitcontaining aflowlimitingorificehowevernoflowratemeasuring instrumentation isinstalled.

ALTERNATE ESTING:Duringquarterly testingoftheCSpumpswhilethepumpsareoperating throughthefixed-resistance mini-recirc line,pumpdifferential pressureandvibration willbemeasuredandevaluated perIWP-3200andIWP-6000.

Flowrateshallbemeasuredusingarateorquantitymeterinstalled inthepumptestcircuit.(IWP-4600)

BASISFORRELIEF:Theonlyavailable testcircuitforthesepumpsconsistsofthenormaldaytankfilllinesfromthedieseloilstoragetanks.Thereisaminimumflowrecirculation linehowevernoflowinstrumentation installed.

Therefore, theonlypractical methodofdetermining pumpflowrateisbycalculating thefillrateofthedaytanks.Furthermore, duetothecapacityofthefueloilpumpsandtheavailable volumeofoilfromthelow-level pumpstartpointtothehigh-level

setpoint, theruntimeforapumpislimited,precluding theCoderequired5-minuteminimumruntimebeforetakingreadings.
