3.3TestingIntervals Thetestfrequency forpumpsincludedintheProgramwillbeassetforthinIWP-3400andrelatedreliefrequests.
Abandof+25percentofthetestintervalmaybeappliedtoatestscheduleasallowedbytheSt.LucieUnit1Technical Specifications toprovideforoperational flexibility.

Vibration measurements areasignificantly morereliableindication ofpumpbearingdegradation thanaretemperature measurements.
Allpumpsintheprogramaresubjected tovibration measurements inaccordance withIWP-4500.
Althoughexcessive bearingtemperature isanindication ofanimminentorexistingbearingfailure,itishighlyunlikelythatsuchacondition wouldgounnoticed duringroutinesurveillance testingsinceitwouldmanifestitselfinotherobviousindications suchasaudiblenoise,unusualvibration, increased motorcurrent,etc.Anypotential gainfromtakingbearingmeasurements, whichinmostcaseswouldbedonelocallyusingportablein'strumentation, cannotoffsetthecostintermsofdilutionofoperatoreffort,distraction ofoperators fromotherprimaryduties,excessive operating periodsforstandbypumpsespecially underminimumflowconditions, andunnecessary personnel radiation exposure.

BASISFORRELIEF:TableIWP-4110-1 requirestheaccuracyofinstruments usedtomeasuretemperature andspeedtobeequaltoorbetterthan+5percentfortemperature and+2percentforspeed,bothbasedonthefullscalereading.oftheinstrument.
Thismeansthattheaccuracyofthemeasurement canvaryasmuchas+15percentand+6percent,respectively, assumingtherangeoftheinstruments extendedto.theallowedmaximum.TheseISTpumpparameters areoftenmeasuredwithportabletestinstruments wherecommercially available instruments donotnecessarily conformtotheCoderequirements forrange.Inthesecases,highqualitycalibrated instruments willbeusedwherethe"reading" accuracyisatleastequaltotheCode-requirement forfull-scale accuracy.
Thiswillensurethatthemeasurements arealwaysmoreaccuratethantheaccuracyasdetermined bycombining therequirements ofTableIWP-4110-1 andParagraph IWP-4120.

Pumpingfromtheauxiliary feedwater systemintothesteamgenerators duringplanthotoperation isimpractical andundesirable forthefollowing reasons:Duringauxiliary feedwater injection viathemainfeedwater lineswhiletheplantisoperating atpower,alargetemperature differential (approximately 375deg-F)couldexistthatwouldresultinsignificant thermalshockandfatiguecyclingofthefeedwater pipingandsteamgenerator nozzles.Basedontheexpecteddurationofthetestingandtheflowrateofthepumps(275gpm),itisexpectedthatthecooldownofthesteamgenerator wouldinducecooldownandcontraction ofthereactorcoolantsystemresulting inundesirable reactivity variations andpowerfluctuations.

BASISFORRELIEF:Theonlyavailable testcircuitforthesepumpsconsistsofthenormaldaytankfilllinesfromthedieseloilstoragetanks.Thereisaminimumflowrecirculation linehowevernoflowinstrumentation installed.
Therefore, theonlypractical methodofdetermining pumpflowrateisbycalculating thefillrateofthedaytanks.Furthermore, duetothecapacityofthefueloilpumpsandtheavailable volumeofoilfromthelow-level pumpstartpointtothehigh-level
- setpoint, theruntimeforapumpislimited,precluding theCoderequired5-minuteminimumruntimebeforetakingreadings.
ALTERNATIVE TESTING:Whentestingthesepumps,theflowratewillbecalculated basedonthemeasuredchangeinthedieselfueloildaytankleveloveranelapsedperiodofpumpruntime.Thestartingpointfortakingmeasurements willbewhenthesystemconditions havestabilized.
