EXEMPTIONREQUESTFROMTHEPACKAGINGREQUIREMENTSOF49CFR173.427(B)(1)ANDTHESURFACECONTAiVIINATEDOBJECTLIMITSOF49CFR173.403FORTHESHIPMEVhTOFTWOSTEAMGENERATORSFROMST.LUCIEUNITI.FloridaPower&Light,(FP&L),requestsanexemptionfromthesubjectregulationsfortheshipmentoftwoSteamGeneratorsfromSt.LucieUnit1tothe.Chem-NuclearSystems(CNS)Low-LevelRadioactiveWasteManagementFacilityinBarnwell,SouthCarolina.Thesewillbeone-timeshipments,andwillbeperformedinacontrolledmannerasdescribedintheinformationprovidedasanattachmenttothisletter.ThetransportationofthesesteamgeneratorsisexpectedtobeginonorafterOctober20,1997,andbecompletedwithinoneyear.Specifically,FPLrequestsanexemptionfromthepackagingrequirementsforasurfacecontaminatedobject("SCO")in49CFR173.427,andfromtheSCOlimitsin49CFR173.403,inordertofacilitatetheone-time,controlledshipmentoftwosteamgeneratorsfromSt.LucieUnit1toChem-Nuclear,SystemsLow-LevelRadioactiveWasteManagementFacilityinBarnwell,SouthCarolina.ThisexemptionwouldallowthesteamgeneratorstobeclassifiedasSCOsandtransportedasunpackagedunderatransportationplanthatprovidesanequivalentlevelofsafetytothepackagesandproceduresspecifiedintheDepartmentofTransportation'sregulations.TheexistingSCOpackagingrequirementswerenotdevelopedtoaccommodateverylarge,nuclear-gradecomponentssuchassteamgenerators.Underthesecircumstances,therugged,sealed,steelshellofthesteamgeneratorsprovidesprotectionequivalenttotheSCOpackagingrequirements.AnexemptionfromthelimitsintheSCOdefinitionissoughtbecause,whileanalysisshowsthattheselimitsaremetinthestraighttubesectionsofthesteamgenerators,itispossibletheycouldbeslightlyexceededinsomeotherinteriorsurfaces.970am'Orred970aX9I7PDRADOCK05000335PPD~RllIlilllllllllllllllllllllllllllllllllllRepresentativesfromFP&LandCNSmetwithmembersoftheDepartmentofTransportation(DOT)andNuclearRegulatoryCommission(NRC)staffonApril3,1997todiscussthisproject.DuringthismeetingDOTandNRCwaspresentedwithanoverviewoftheupcomingsteamgeneratortransportationeffort.DOTandNRCrepresentativesreferencedtheNRCGenericLetter96-07,whichwasjointlyissuedbyDOTandNiRCtoprovideinterimguidancetothoseanFisLGraupCOrnpany
