Loss of Meteorological Instruments CONDITIONS PRIOR TO OCCURRENCE:

Operational Mode 5 DESCRIPTION OF OCCURRENCE:

At 1130 hours0.0131 days <br />0.314 hours <br />0.00187 weeks <br />4.29965e-4 months <br />, the control room operator noted that the meteorolog-cal instrumentation in the control room had failed.

An Equipment Operator sent to the instrument house to investigate reported that the power supply inverter had failed.

The Maintenance Department was notified and the Action Statement for Technical Specification 3.3.3.4 was implemented.

Normal power was restored to the instru-ments by 1330 hours0.0154 days <br />0.369 hours <br />0.0022 weeks <br />5.06065e-4 months <br /> on November 8, 1979, and the Action Statement was terminated.

DESIGNATION OF APPARENT CAUSE OF OCCURRENCE:

The cause of this occurrence was a cooling fan in the power supply inverter which failed due to seized motor bearings.

The resultant overload severely damaged the inverter and the normal emergency power supply switching circuit which is housed in the inverter cabinet.

ANALYSIS OF OCCURRENCE:

The meteorological monitoring instrumentation channels are required by Technical Specification 3.3.3.4 to be operable at all times.

During the 74 hours8.564815e-4 days <br />0.0206 hours <br />1.223545e-4 weeks <br />2.8157e-5 months <br /> that the instruments were inoperable, the plant was maintained in steady state cold shutdown conditions and no radioactive releases were made to the atmosphere.

CORRECTIVE ACTION

Normal AC supply to the instruments has been restored and each channel was tested to verify operability.

The.emergency supply inverter will be replaced when a new inverter is available.
