SURRY POWER STATION, UNIT 1 AND 2 - VIRGINIA ELECTRIC AND POWER COMPANY EVALUATION OF NEW INFORMATION REGARDING AMENDMENT NO. 295 ADOPT TSTF-490, REVISION 0, AND UPDATE ALTERNATIVE SOURCE TERM ANALYSES (EPID L-2019-PMP-0039)

Dear Mr. Stoddard:

By letter dated September 15, 2022, Agencywide Documents Access and Management System (ADAMS) Accession No. ML22263A025, Virginia Electric and Power Company (the licensee, Dominion Energy Virginia), identified new information relative to the original submittal of March 2, 2018 (ML18075A021) for license amendment no. 295 (issued on June 12, 2019 ML19028A384). Dominion Energy Virginia stated that this new information provided did not affect the AST dose consequence analysis associated with the license amendments issuance.

Specifically, the new information was associated with the steam generator tube rupture (SGTR) analysis of record as provided in Table 3.4-7, Power Available - Ruptured SG (RSG) Break Flow, ML18075A021. However, the flashed break flow rate data and a start time for the flow rate change included in Table 3.4-7 were subsequently determined to be incorrect. The new information in Table 3.4-7 resulted from copying data tables from an earlier version of the SGTR calculation and not updating all the parameters. Further, even though Table 3.4-7 included other data, the updated AST dose consequences for the SGTR included in Section 3.4.6, SGTR Analysis Results (ML18075A021) submittal were not affected by the new information because the correct parameters were used in the RADTRAD-NAI files that were used to run the power available cases.

NRC Staff reviewed the licensees letter and finds that the new information did not impact the staffs regulatory findings of atmospheric dispersion analysis, nor affect the staffs finding relative to dose consequence associated with amendment 295s issuance.
