DRONE FLYOVER AT LIMERICK "On the 20th of March, at approximately 0300 EDT, a security officer posted in the owner controlled area observed a drone flying over the owner controlled area for approximately two minutes. The drone appeared in the Southeast and travelled over the owner controlled area before visual was lost. The drone was approximately 300 feet above the ground. Notifications were made to the Shift Manager and Local Law enforcement. Voluntary notifications will be made to the FAA and NRC."

Limerick stated that no identifiable information was able to be captured by security personnel regarding the drone flyover. Limerick contacted the Limerick Township Police and notified them of the incident. Limerick did not change security posture as a result of the incident.

Limerick will be notifying the NRC Resident Inspector.

"On 09 August 2018 at approximately 2215 [EDT], a Security Officer reported a drone flying in the area of the 500 kV yard. At approximately 2230 [EDT] MSO's [Member of Security Organization] reported multiple drones in the OCA [Owner Control Area] and flying over the PA (Protected Area). Security initiated a Code Yellow and observed drones flying in the vicinity of the ISFSI (Independent Spent Fuel Storage Installation] Pad, Turbine Roof, Cooling Towers, 500 kV Yard, 66 kV Yard, and 220 kV Yard. Li merick PD (Police Department) was notified of the incident and responded to the OCA. The drones were approximately 300-500 feet in the air and approximately 3-5 feet in diameter with amber colored lights as well as blinking red and white lights. A total of 4-6 drones were identified and observed by multiple members of the security organization. The flight path of the drones was from the South East to North West over the PA circling South and East returning to the initial point the drones were first observed. Multiple drones took this same flight pattern for a duration of approximately 20-30 minutes. The flight path changed to a counter clockwise pattern over the OCA portion of the plant for approximately 40-60 minutes until the drones were no longer observable by the security force.

The Security Supervisor was in contact with Limerick PD during the duration of situation. Limerick PD patrolled areas of the OCA with no adverse findings but did confirm drone activity and the size of the drones. No identifying marks or flight numbers could be observed on the drones. Voluntary notifications (were] made to the FAA and FBI offices."

The licensee notified the NRC Resident Inspector.

"On August 12, 2018 at approximately 2335 EDT, a Security Officer reported a drone flying near the upper parking lot. At approximately 2337 EDT, MSO's [Member of Security Organization] reported multiple drones in the OCA flying towards the cooling tower and near the Spray Pond. Officers observed drones flying East to West in a North/West direction and circling back to the East. Limerick PD and State police were notified of the incident and responded to the OCA. AT 2340 EDT the Security assumed a heighten level of awareness and changed the defensive posture to a Code Yellow. The drones were approximately 100-200 feet in the air and approximately four feet in diameter with amber and orange colored blinking lights. A total of two drones were identified and observed by multiple members of the security organization. The flight path of the drones was from East to North West circling back to East returning to the initial point of the upper parking lot. The flight pattern for a duration of approximately five minutes. The total flight time was approximately 20 minutes until the drones were no longer observable by the security force. Security Supervisor contacted following Agencies:

FBI, FAA, PA State Police, and Limerick Police. Limerick PD and State Police patrolled areas of the OCA with no adverse findings and committed to patrol the area at a later time. No identifying marks or flight numbers could be observed on the drones. All voluntary notifications were made to the FAA and FBI offices."

"On August 23, 2018 at approximately 2100 [EDT], a security officer reported a potential drone in the vicinity of Fritz Lock which is not part of the owner controlled area (OCA) at LGS [Limerick Generating Station] and is located southwest of the plant on the south side of the Schuylkill River. At approximately 2120 (EDT] multiple security officers posted on the south and southwest sides of the protected area reported multiple drones in the OCA. At 2125 (EDT] Limerick security assumed a heightened level of awareness and elevated the defensive posture to a Code Yellow. The Limerick Police Department and State Police were notified of the incident and responded to the OCA.

"The drone activity was confirmed to be three drones approximately 200-400 feet in the air and approximately 3-5 feet in diameter with white and multi colored blinking indicator lights. The flight paths of the drones were from the southwest to the southeast over the Schuylkill River Pump House in Exelon Owner Controlled Area and would repeat this flight pattern back and forth for a minimum of 40 minutes. The drones travel path would venture over the southern part of the protected area in the vicinity of t he ISFSI [Independent Spent Fuel Storage Installation] area before continuing southwest out of view of any posted security officer. The Security Supervisor contacted the following agencies.

At 1904 EDT, a site security officer observed a black quad-copter drone fly over the owner controlled area. The drone was at an altitude of 450-500 feet and flew from northeast to south. It did not loiter over the facility and its fligiht took about 5 minutes to traverse the site. It only made one pass. On its flight path, the drone was able to view the cooling tower, the east side of the protected area, the building that houses the reactor and the 500kV switchyard area. The site did not change its security posture due to this event.

The licensee was in the process of notifying FAA - Reading, PA and d id notify local law enforcement (Montgomery Co. Sheriff) and the Philadelphia Field Office of the FBI. They will be notifying the NRC Resident Inspector.

The following was received from the licensee.

"On 14 August 2020, at approximately 2340 hours0.0271 days <br />0.65 hours <br />0.00387 weeks <br />8.9037e-4 months <br />, a security officer, observed and reported a drone flying over the owner-controlled area. The drone appeared from the east and followed a flight path west, and hovered for several minutes near the Unit 2 cooling tower approximately 120 feet off the ground before conducting a 180-degree rotation and then traveled back to the east. At approximately 2350 another drone sighting was confirmed by two additional security officers in elevated security towers with one being in the OCA. At 2353 hours0.0272 days <br />0.654 hours <br />0.00389 weeks <br />8.953165e-4 months <br /> security entered a heightened state of awareness (code yellow). At 2355 while in the OCA investigating confirmed drone sightings a final sighting was confirmed of a drone appearing form the east and traveling west stopping by the operations water tank in the OCA and hovering approximately 120 feet off the ground and then completing a 180 degree rotation then traveled back to the west over the tree line at 0001 .

The Montgomery County Dispatch was contacted who Dispatched Limerick Police Officer that responded to the LGS OCA at 0015 with no lights or sirens. The Shift Manager & MSS were notified. After confirmed by local law enforcement (Limerick PD) that alll potential areas that a drone operator could stage were cleared with negative findings security terminated the heightened state of awareness (Code Yellow) at 0040. A vo luntary notification was made to the FAA, FBI, NRC, Local & State Law Enforcement Agencies."

The licensee reported via telephone that the drone was approximately 15 feet long and 2 feet wide, that it had 2 flashing red lights, 2 orange lights and a white light at the rear with a helicopter-like sound.

At approximately 2350 another drone sighting was confirmed by two additional security officers in elevated security towers with one being in the OCA. At 2353 hours0.0272 days <br />0.654 hours <br />0.00389 weeks <br />8.953165e-4 months <br /> security entered a heightened state of awareness (code yellow). At 2355 while in the OCA investigating confirmed drone sightings a final sighting was confirmed of a drone appearing form the east and traveling west stopping by the operations water tank in the OCA and hovering approximately 120 feet off the ground and then completing a 180 degree rotation then traveled back to the west over the tree line at 0001 .

The Montgomery County Dispatch was contacted who Dispatched Limerick Police Officer that responded to the LGS OCA at 0015 with no lights or sirens. The Shift Manager & MSS were notified. After confirmed by local law enforcement (Limerick PD) that all potential areas that a drone operator could stage were cleared with negative findings security terminated the heightened state of awareness (Code Yellow) at 0040. A voluntary notification was made to the FM, FBI, NRC, Local & State Law Enforcement Agencies."

The licensee reported via telephone that the drone was approximately 15 feet long and 2 feet wide, that it had 2 flashing red lights, 2 orange lights and a white light at the rear with a helicopter-like sound.

The aircraft circled approximately 0.5 miles outside of the Protected Area. The Mercer County (New Jersey) Sheritt's Department detained the pilot and questioned him. Nothing suspicious was found in the aircraft. The pilot, [DELETED) , is a student pilot and was scheduled to land in Lancaster, PA, states that he got lost and circled TMI several times before he eventually landed in Lancaster, PA. Final leg of t rip had him return to Trenton, NJ where the Sheriff's Department questioned him.

"The site was not aware of this until they were notified by the FAA at Harrisburg International Airport at approximately 11 :45 am.

"The plane was flying at about 3500 feet and went as low as 1,000 feet and was headed towards Lancaster.

The pilot was not answering his radio and this was deemed somewhat suspicious by the FAA.

"The plane finally headed for and landed at Trenton area airport. Local Law Enforcement met the individual for an interview to assess why he wouldn't answer his radio; if other personnel were on board; if there were any pictures or video, etc., to make a determination if it was indeed suspicious.

"This was not a direct flight over the plant. Student pilot on his first solo flight. Got lost and flew near t he plant and was not deemed a threat."

This incident initially received FAA attention because the pilot was descending from 3500 feet to 1000 feet while heading toward TMI.

A plant staff employee reported to Central Alarm Station (CAS) that a piper cub (a small aircraft) travelled east to west 100 feet over the cooling tower. There are no additional descriptions of the aircraft. Security will be taking a statement from the plant staff employee and initiating an investigation of this incident. Security believes that this aircraft does not pose a threat to the station based on current information. Plant security contacted local FAA and FBI offices. FAA reported that no aircraft we-re in the vicinity at the time of the incident that they were aware of, however FAA also indicated that low flying small aircraft may not be detected by their radar. Additionally, two small airports are located in the vicinity, one 20 miles SE of the station in Hazleton, PA and the other towards the west in Williamsport, PA. The licensee will provide additional information after completing their investigation if significant findings are generated.

On 02/15/04 at 2050 EST, two operators were on break outside when they observed the running lights of an aircraft. The aircraft was from two to two and one half miles from the plant (outside the Owners Control Area) at an approximate altitude of 1000 feet. The aircraft was initially flying west towards the plant when it suddenly turned towards the northerly direction and started gaining altitude. The operators could not tell if the aircraft was an airplane or a helicopter. Security Shift Supervisor notified the Wilkes-Barre Airport and informed them of the aircraft. The aircraft controllers said that they had their radar turned off but at 2125 EST they had received a radio call from a Life Flight Helicopter from Geisinger Hospital. The helicopter was traveling from the northeast to the southwest. The Shift Security Supervisor also notified the Pennsylvania State Police and the Philadelohia FBI office of this event.

The aircraft made a single pass flying from the northeast to the southwest and exited the area to the south. At approximately 2230 [EDT] MSO's [Member of Security Organization] reported multiple drones in the OCA [Owner Control Area] and flying over the PA (Protected Area). Security initiated a Code Yellow and observed drones flying in the vicinity of the ISFSI (Independent Spent Fuel Storage Installation] Pad, Turbine Roof, Cooling Towers, 500 kV Yard, 66 kV Yard, and 220 kV Yard. Li merick PD (Police Department) was notified of the incident and responded to the OCA. The drones were approximately 300-500 feet in the air and approximately 3-5 feet in diameter wit h amber colored lights as well as blinking red and white lights. A total of 4-6 drones were identified and observed by multiple members of the security organization. The flight path of the drones was from the South East to North West over the PA circling South and East returning to the initial point the drones were first observed. Multiple drones took this same f light pattern for a duration of approximately 20-30 minutes. The flight path changed to a counter clockwise pattern over the OCA portion of the plant for approximately 40-60 minutes until the drones were no longer observable by the security force.

The Security Supervisor was in contact with Limerick PD during the d uration of situation. Limerick PD patrolled areas of the OCA with no adverse findings but did confirm drone activity and the size of the drones. No identifying marks or flight numbers could be observed on the drones. The flight pattern for a duration of approximately five minutes. The total flight time was approximately 20 minutes until the drones were no longer observable by the security force. The flight paths of the drones were from the southwest to the southeast over the Schuylkill River Pump House in Exelon Owner Controlled Area and would repeat this flight pattern back and forth for a minimum of 40 minutes. At 1904 EDT, a site security officer observed a black quad-copter drone fly over the owner controlled area. The drone was at an altitude of 450-500 feet and flew from northeast to south. It did not loiter over the facility and its flig,ht took about 5 minutes to traverse the site. It only made one pass. On its flight path, the drone was able to view the cooling tower, the east side of the protected area, the building that houses the reactor and the 500kV switchyard area. The site did not change its security posture due to this event.

The Montgomery County Dispatch was contacted who Dispatched Limerick Police Officer that responded to the LGS OCA at 0015 with no lights or sirens. The Shift Manager & MSS were notified. After confirmed by local law enforcement (Limerick PD) that alll potential areas that a drone operator could stage were cleared with negative findings security terminated the heightened state of awareness (Code Yellow) at 0040. A vo luntary notification was made to the FAA, FBI, NRC, Local & State Law Enforcement Agencies."

The licensee reported via telephone that the drone was approximately 15 feet long and 2 feet wide, that it had 2 flashing red lights, 2 orange lights and a white light at the rear with a helicopter-like sound.

Pennsylvania State Police called the Harrisburg State Police Office. Pennsylvania State Police was going to dispatch an aircraft to investigate the flyover. The FAA indicated that the altitude was too low for their radar, but they indicated that a blue with white stripes helicopter did take off from Harrisburg, PA and went South. The pilot was using the Susquehanna River as a navigation aid due to overcast weather and as a result flew over the plant site. The State police will be interviewing the pilot.

At 1700 on 9/16/07 the licensee observed a helicopter hovering for approximately 2 -3 minutes approximately one-quarter mile E-NE of the licensee protected area. A licensee security officer stationed in a tower identified the aircraft as the channel 3 news helicopter based in Philadelphia, PA. The licensee contacted the FAA in Harrisburg, PA to aid in identifying the aircraft. At 1803 the FAA returned the call and confirmed through the National Capital Region Coordination Center (NCRCC) the aircraft was the channel 3 news helicopter based in Philadelphia, PA.

The licensee at no time felt that the aircraft posed a threat to the plant. The NCRCC is contacting the pilot of the aircraft to issue a verbal warning for loitering near the power plant This report is open pending ILTAB review. ILTAB will update or close this report when appropriate.

The aircraft circled approximately 0.5 miles outside of the Protected Area. The Mercer County (New Jersey) Sheritt's Department detained the pilot and questioned him. Nothing suspicious was found in the aircraft. The pilot, [DELETED) , is a student pilot and was scheduled to land in Lancaster, PA, states that he got lost and circled TMI several times before he eventually landed in Lancaster, PA. Final leg of t rip had him return to Trenton, NJ where the Sheriff's Department questioned him.

"The site was not aware of this until they were notified by the FAA at Harrisburg International Airport at approximately 11 :45 am.

"The p lane was flying at about 3500 feet and went as low as 1,000 feet and was headed towards Lancaster.

The pilot was not answering his radio and this was deemed somewhat suspicious by the FAA.

"The p lane finally headed for and landed at Trenton area airport. Local Law Enforcement met the individual for an interview to assess why he wouldn't answer his radio; if other personnel were on board; if there were any pictures or video, etc., to make a determination if it was indeed suspicious.

"This was not a direct flight over the p lant. Student pilot on his first solo flight. Got lost and flew near the plant and was not deemed a threat."

This incident initially received FAA attention because the pilot was descending from 3500 feet to 1000 feet while heading toward TMI.

A single, white fixed wing style unmanned aircraft system (drone) with an approximate 4' wingspan was observed flying over the Owner Controlled Area of Peach Bottom Atomic Power Station. The UAS was visible for approximately 15 seconds. There was no visible payload. The aircraft was operating at an estimated altitude of approximately 300 feet. The aircraft was observed moving East towards the site Protected Area, then turning North prior to passing the Protected Area boundary, then returning to the West. At no point did the UAS cross the protected area boundary. Security initiated a heightened awareness, however defensive strategy posture was not changed. Security personnel patrolled the Owner Controlled Area and no unauthorized or suspicious individuals were identified.

Additionally, the local transmission line inspectors were notified and did not have any scheduled inspection in progress.

The NRG Resident Inspector, R1 DO (Lilliendahl), and ILTAB has been notified.

On November 6, 2021 , at approximately 0645 EDT hours, multiple Protected Area Security Positions reported Drone activity over the Owner Controllled Area portion of the site. The observations estimate 1O devices, some with Red/White Lights, some with Red/Green Lights, with a flight path East to West and return at an altitude greater than 500 feet. The activity was observable for approximately 10 minutes and appeared to mirror Electrical Transmission Lines over the Susquehanna River, site North and South Switchyards.

Pad, Turbine Roof, Cooling Towers, 500 kV Yard, 66 kV Yard, and 220 kV Yard.

Limerick PD [Police Department] was notified of the incident and responded to the OCA The drones were approximately 300-500 feet in the air and approximately 3-5 feet in diameter with amber colored lights as well as blinking red and white lights. A total of 4-6 drones were identified and observed by multiple members of the security organization.

The flight path of the drones was from the South East to North West over the PA circling South and East returning to the initial point the drones were first observed. Multiple drones took this same flight pattern for a duration of approximately 20-30 minutes. The flight path changed to a counter clockwise pattern over the OCA portion of the plant for approximately 40-60 minutes until the drones were no longer observable by the security force. The Security Supervisor was in contact with Limerick PD during the duration of situation. Limerick PD patrolled areas of the OCA with no adverse findings but did confirm drone activity and the size of the drones. No identifying marks or flight numbers could be observed on the drones. Voluntary notifications [were] made to the FAA and FBI offices."

Good morning!

Last night, ~10 drones flew in a patterned flight in the vicinity of Peach Bottom. Only one flew over the protected area. Operator was unable to be identified and there was no threat to site security. No change in site security posture. Exelon made notifications to LLEA/FBI and also issued a SIDS report.
