Personnel Vetting Today, DCSA's end-to end personnel vetting operations includes the Federal background investigations program, adjudications for the Department of Defense (DoD), continuous evaluation/continuous vetting for DoD, and insider threat analysis for DoD. According to the Associated Press, Robert Mueller has published an open-editorial on the Washington Post, where he defended his 448-page report a.nd referred to Roger Stone as a "felon." As a representative of the media and a member of the general public, l did not think it was appropriate for Donald Trump to commute the sentence of Roger Stone. As a representative of the media and a member of the general public, I was most unpleasantly shocked and surprised by the brazen statements made by Donald Trump which suggested that reporting unlawful activity (if employed for an organization that has engaged in such activity) should be "outlawed." What I can say is that l really don't know if several of the statements made by Donald Trump were legal. Robert Mueller's report has concluded that it could not "exonerate" Donald Trump. I do believe several of the statements made by Donald Trump reflect a culture in his organization I would like to take personal and professional distance from. Several of the statements made by Donald Trump on social media do not in any way whatsoever shape and form reflect my tradition and values: I would like to take this opportunity to implicitly and explicitly condemn them. I would also li.ke to take this opportunity to encourage others who feel the same way I do to do the same: take personal and professional distance from the statements made by Donald Trump on social media and convey to your colleagues that these statements do not in any way whatsoever shape or form reflect upon your culture, tradition and values. I really don't know what formal a.nd informal. ties Dona.Id Trump has with the Communist Party of the U.S.A, but l do believe that comparing the DOJ's investigation of his conduct to a "witch hunt" does a disservice to American history and memory. on custodian-driven searches:' Furthermore, agencies that have adopted the National Archives and Records Agency (NARA) Capstone program, or similar policies, now maintain emails in a form that is reasonably likely to be more complete than individual custodians' files. For example, a custodi~m may have deleted a responsive email from his or her email program, but your agency's archiving tools would capture that email under Capstone. Accordingly, American Oversight insist-;

that your agency use the most up-to-date technologies to search for responsive information and take steps to ensure that the most complete repositories of information are searched. American Oversight is available to work with you to craft appropriate se;u-ch terms. However, custodian searches are still required; agencies may not have direct access to files stored in.PST files, outside of network drives, in paper format, or in personal email accounts.

Under the FOIA Improvement Act of 2016, agencies must adopt a presumption of disclosure, withholding information "only if... disclosure would harm an interest protected by an exemption" or "disclosure is prohibited by law."' If it is your position that any portion of the requested records is exempt from disclosure, American Oversight requests that you provide an index of those documents as required under VaugJm v. Rosen, 484 F.2cl 820 (D.C. Cir. 1973), cert. denied, 415 U.S. 977 (1974). As you are aware, a VaugJm index must describe each document claimed as exempt with sufficient specificity "to permit a reasoned judgment as to whether the material is actually exempt under FOIA."' Moreover, the Vaughn index "must describe each document or portion thereof withheld, and for each V\~tJ1holding it must discuss tJ1e consequences of disclosing tJ1e sought-after information."" American Oversight's mission is to promote lrnnsparency in government, to educate the public about government activities, and to ensure the accountability of government officials. American Oversight uses the information gathered, and its analysis of it, to educate the public through reports, press releases, or other media. American Oversight also makes materials it gathers available on its public website and promotes their availability on social media platforms, such as Facebook and T,\~tter."
