The SEP Group has completed Gefining the topics on the Comprehensive List of SEP ltms dated May 5,1977. In writing the definitions many of the items iuentifiec in that itst were combined or included as a part of a broacer topic; ho ever, the toentity of all topics was retainec in the definition.

Definition of the topics was necessary to assure a cocaon understanding aaong the staff of the problem or concern associated with the topic, to icentify the safety objective of the review and to indicate what work had been done ar is in progress on the topic. We believe this rias a necessary effort that will assist in the culling of topics and in performing tne plant review when we get to that phase. Enclosure i for your ir. formation is Revision 2 of the Conprehensive List of Topics and the definition of each ttpic. You will note that the Hay 5,1977 list has ocen reduced signif t-cantly.

Concurrent with this activity, the SEP Group has been developing the criterta' ',

for generic safety culling (i.e., bases for defining topics of "lesser safety /

significance") dnu the metnod for plant specific reviews of the topics that f survive tne culling process. This effort will also provide the ingredients for response to itens 2a., b. and c. of tne Cnilk r..emorancuti of January 27 1977. In general we have concluded that if an itea coulo reasonably lead to a significant release of fission products, baseu on a given challenge to,/
