your memorandun to G. Arlotto, SD, dated April 26, 1977. This issue will be identified in the definition of the more general subject

' Pump and Valve Integrity" which has been' included in the comprehensive list of potential SEP subjects. This list will be culled in a balanced way using specific culling criteria in an effort to confine the SEP review to significant safety issues. When completed the culled coaprehensive list with basis for culling will be distributed to other NRC offices for coment at which time you will be able to detemine the disposition of the specific issue of torque switches for TOV's.

I Ve concur with yo;r recommendation that a Regulatory Guide be developed for the application of torque switches. In particular this W guide should address the maintertance requirements in accord $fte with the manufacturer's recomendations. Based on our experience, including recent discussions with one manufacturer, it appears that poor maintenance i practices are a najor cause for valve malfunctioning. We als , recomend .-
