SYSTEMATIC EVALUATION REVIEW TEAM ORGANIZATION l l

The Comission has provided additional guidance to the staff in a memo from Mr. Chilk to Mr. Gossick (attached) with respect to the Systematic Evaluation Program for operating reactors.

We have discussed at some length an appropriate organizational '

structure in D0R which would best accomplish the initial program steps authorized by the Comission. Our two Assistant Directors have provided their ideas on how to proceed and their memoranda are attached. Several factors have influenced the decision to propose the task team approach outlined below. The strong tech-nical nature of the task is acknowledged. However, there is also i ,

perceived the necessity for a balance of operating reactor project management experience coupled with the technical review effort to I accomplish the task. Therefore, it is proposed to structure the team as follows:

The Team Leader will be a branch chief chosen from DOR-OR and will report to Mr. Eisen5ut, ADOT. Care will be taken in his selection to insure that he will have the measure of experience, leadership t and judgement required to accomplish this important task, Since all the indifiduals assigned to the positions designated above will function essentially full-time in those capacities, this indifidual's duties as Branch Chief will be assigned temporarily to an Acting

, .A Ben C. Rusche .g, The four technical reviewers will come from and represent, both for review and liason purposes, the four technical brancher in 00R-0T. They will answer to the Team Leader's direction to ac-complish the over-all team objectives. However, their technical contributions to the effort will remain under the review and con-currence of their respective organizational branch chiefs, The four project managers will retain their responsibilities to conduct routine licensing activities for the plants in their i charge and which are among the eight of the pilot program. They will be m11eved of all other licensing responsibilities. For these licensing actions remaining they will be responsible to Mr. Goller, ADOR. I wish to remi6d you that on a number of occasions we have discussed resoun:es that would be made available to accomplish this effort. I will initiate pulling together a team as previously noted  ;

with the hope that some additional resources would be made available at a future time. This is going to be especially critical with re-gard to project managers since there is no question that the work load will increase. It is also expected that, If the evaluation effort goes beyond the '.hol'd! point described in the Consnission instructions, further support in the fonn of technical assistance might be required.

We will be dealing further with the questions related to resources in direct response to the Comission memo.  !

It is recognized that during the next phase of the program, should the Comission authorize it, in which stronger interaction with the licensees is anticipated, it may be desirable to relocate the Task Team responsibility from 00R-0T to DOR-OR. This will be re-assessed ,

j at a later date. l Finally, the charge for the Task Team will be that presented in the attached memorandum from Mr. Chilk. .
