SUBJECT:
ORAFT REACTORS SAFEGUARDS DEVELOPMENT PLPH The attached plan was developed :,y the RSDB staff to identify the activities which we feel require attention through FY 78. This plan I will be used to (1) identify manpower and funding requirements, )
(2) establish the branches MPS and TACS inputs, (3) control the workload, (4) establish priorities for limited resources.
The plan is divided into four sections. The first section contains introductory information such as the assumptions used, purpose and organization of the document. Section two is a summary of the subtasks and the resources required for coinpletion. The third section contains a brief description of each subtask identified in section two. The last section contains recomendations to improve overall development of reactor safeguards . The various tasks have been developed after careful deliberation by the entire Branch. The resource requirements show the amount of effort required to do an adequate job in each area. The Subtask Resources Sumary shows that even if we are staffed at the leYels assumed in the plan we are l yes under manned. For example, through the mtd"of FY 78 we have identified l

However, currently the branch has only 4 professionals versus the 5 !
assumed in the plan and 1 intern versus 2 assumed in the plan. If we ;
stay at our current rifanpower levels through the end of FY 78, we will -
fall 4 manpower years short of doing an adequate job on the tasks identified. I Therefore, please review and provide the following infonnation:
(1) What rmurces will be available for RSDB in FY 78?
